Oct 2026 Intervention Sector(s): Communications & Media Remuneration range: 3000 to 4000 (USD) Duration of Contract: 13 months On the requirements for Two regional/Arabic speaking MIL Training Modules developers (2) to design modernized Media and AI Literacy Training Modules for the project "Shaping the Future" at Damascus University. DW Akademie is Deutsche Welles center for international media development, journalism training and knowledge transfer. Our projects strengthen the human right to freedom of expression and unhindered access to information. DW Akademie empowers people worldwide to make independent decisions based on reliable facts and constructive dialogue. DW Akademie is seeking Two regional/Arabic speaking MIL Training Modules Developers to support in modernizing the existing MIL training modules at the Media faculty of Damascus University, in the period October 2026 November 2027 in terms of content and methodology and supplement it by the topic of AI competence. The new instructional material shall be characterized by practical relevance and flexibility for future updates and clarify the importance of audience engagement to future journalists. Background / problem description The project "Shaping the Future: Media and AI Competence at Damascus University" aims to update the universitys resources in these areas and adapt them to the needs arising from social media and artificial intelligence (AI). Recognizing Damascus Universitys central role as Syrias nationally recognized institution for higher education, the project supports its ongoing institutional development through consultancies and training. In partnership with the Faculty of Media at Damascus University, the following outcomes will be achieved: The existing MIL Training modules at the faculty are updated in terms of content and methodology and supplemented by the topic of AI competence. The new Training Modules shall be characterized by practical relevance and flexibility for future updates and clarify the importance of audience engagement to future journalists. Lecturers at the Faculty of Media at the University of Damascus will be briefed on the methodological and subject-specific aspects of the new training modules to ensure smooth implementation. Awareness of media and AI literacy will be raised among students and staff in the Faculty of Media. Requested services For this, DW Akademie is seeking two regional/Arabic speaking MIL Training modules Developers to work as a collaborative expert team. The primary objective is to redesign, update, and draft a comprehensive, modular, and practically relevant Training modules for media studies (framework for the Media Faculty). The new Training modules must seamlessly blend fundamental MIL critical-thinking principles with advanced digital and AI competencies, ensuring that future Syrian media graduates are fully prepared for the realities of modern better: journalistic work, because journalism is more than newsroom The assignment will be completed over a total budget of up to 30 working days per expert. The duties involve, but are not limited to, the following tasks: Review the existing materials, cross-referencing them with the results of the IdeaLabs, gathering specialized inputs from educators and AI experts, and ultimately drafting the new Training modules. Ensure that the coursework incorporates local conditions and case studies, respects local sensitivities, and guarantees practical relevance. Bring profound knowledge of educational delivery and Training modules development to the project. Utilize the resources of DW previous initiatives such as the study on Online Gender-Based Violence OGBV, Social listening, and AI tools to identify disinformation. Do we need to mention these examples? Include the toolkit developed by DW for working with young target groups that can serve as a resource. Attend and contribute to two (2) collaborative workshops (Idealabs) alongside students, media professionals, and tech experts to gather practical insights for the curriculum. Collaborate with DW Akademie, Damascus University and other stakeholders for smooth project implementation. Assist with the evaluation of the training modules effectiveness, collect feedback, and submit comprehensive progress reports; Participate in periodic project meetings, workshops, and knowledge exchange sessions as required. Profile of consultant The consultant is expected to have proven record of: Proven experience in educational delivery, instructional design, training modules and curriculum development, preferably within higher education or journalism training frameworks. Expertise in MIL local & regional & international Strong knowledge of Media and Information Literacy concepts, methodologies, and best practices. Has a broader understanding of contemporary AI tools. Prior experience in integrating MIL in formal education; Digital Proficiency Skilled in digital tools for online learning. High capacity to work closely and effectively in a dual-expert team to deliver a unified educational product. Flexibility & Adaptability Willingness to travel within Syria and undertake one (1) project trip to Germany in December 2026. Native Arabic speaking and writing skills, alongside fluency in English (both speaking and writing) for reporting purposes Experienced working for an international organization, such as DW Akademie, would be an asset. Deliverables Training Modules, matrices, lesson outlines, and teaching materials. Localized Syrian case studies and integrated Media/AI Literacy content. Academic documentation required by Damascus University or the Ministry. Final reporting with feedback, evaluations, and recommendations. Reporting: Coordinate directly with, and report to, the DW Akademie project steering team (based in Beirut and Bonn). Language of Assignement The final curriculum package (lesson plans, exercises, and syllabus outlines) must be written entirely in Arabic. All direct institutional communication and coordination with Damascus University must also be conducted in Arabic. Intermediate project reporting and emails with DW Akademie can be in English. Timeframe Engagement for the duration of the project phase (October 2026 November 2027), with regular remote and/or in-person contributions as agreed. Place of Assignment Home-based with required on-spot coordination at the Media Faculty, Damascus University, as dictated by project activities. Renumeration and payment Rate of payment agreed upon selection. Payment will be upon submissions of invoice and timesheet. The payment will be made in EUR. Payment method is subject to agreement.
