Work Detail
Tenders are invited for Consultancy on the Analysis and Improvement of Healthcare Waste Management in the International Delegations of the French Red Cross (Crf). Closing Date: 31 Oct 2026 Type: Consultancy Background to the consultancy The French Red Cross (FRC) implements international projects mainly in the fields of health and disaster risk management (DRM). Within the Directorate of International Operations (DOI), the Health and Disaster Risk Management Department is involved in health systems strengthening, epidemic response, community health and paramedical training. The FIU also intervenes in emergency situations, in particular through its International Emergency Unit (PUI), which contributes to the deployment of response capacities adapted to crises and humanitarian needs. The management of healthcare waste in these different contexts is a cross-cutting issue of quality of care, risk prevention, safety, respect for the dignity of people and protection of the environment. Particular attention will have to be paid to the management of pharmaceutical waste, given the associated health, environmental, regulatory and diversion risks. Their management will be analysed from their identification and segregation to their treatment and final disposal, including temporary storage, traceability, transport and destruction. Health care waste management is directly involved in the perception of quality of care and the credibility of the FIU and the Movement. The purpose of this consultancy is to analyse the healthcare waste management practices within the relevant FIU international delegations, with regard to the applicable national regulatory frameworks, the practices of the National Host Societies, international standards, technical developments in the field and the constraints specific to the different contexts of intervention. Particular attention will be paid to the management of health care waste in acute emergencies, particularly in the context of the deployment of response systems to epidemics and health crises such as Cholera Treatment Centers (CTCs) and Ebola Treatment Centers (ETCs) and more broadly the emergency clinics deployed by the FIU during this type of response. In particular, the consultancy will have to analyse the needs, constraints and operational modalities specific to these contexts, particularly in terms of infectious waste management and infection prevention and control (IPC). In particular, this work will contribute to the ongoing WHO EMT certification process of the FIU, by identifying the principles, procedures, equipment and capabilities necessary for safe and operational waste management in the context of the deployment of an emergency medical team. Based on the state of play, the consultancy will make operational, realistic and contextualised recommendations to strengthen the quality, safety and consistency of healthcare waste management practices. General objective of the consultancy Analyze healthcare waste management practices in the FIUs international delegations and propose operational recommendations, prioritized and adapted to the contexts of intervention, integrating regulatory requirements, international standards, technical innovations and operational constraints. Specific objectives of the consultancy mission The specific objectives of the mission are as follows: Carry out an inventory of healthcare waste management practices in the relevant delegations and, where relevant, in the supported healthcare structures, including, where available data allow, a characterisation of the main healthcare and pharmaceutical waste streams observed, their nature, relative importance and the contexts in which they are generated, including management in acute emergencies; Conduct a review of international literature and practices in order to identify relevant developments, innovations and good practices; Analyze the applicable legal and regulatory frameworks and put them into perspective with the practices observed within the FIU and national health systems; Identify deviations, operational constraints and risks associated with sorting, storage, transport, treatment and disposal circuits; Propose operational and prioritized recommendations to improve the practices of the FIU and, where relevant, the health structures supported, distinguishing between the minimum principles or standards applicable and the options that must be adapted to the different contexts of intervention; Identify, when the quality of the data allows it, the elements likely to feed a scientific production (publication or poster) to be submitted to an international conference or a capitalization support. Methodology of the consultancy mission The methodology will be proposed by the consultant and validated with the FIU at the start of the mission. In particular, it will have to combine: A scoping phase, making it possible to specify the scope, the delegations concerned, the available data sources and the collection methods; A literature and literature review, including regulatory references, international standards, National Host Society (NHS) practices, as well as recent developments, innovations and good practices in healthcare waste management; The design of collection and analysis tools, in particular questionnaires, interview guides and/or analysis grids; The collection and consolidation of data from the delegations concerned, through documentary analysis, interviews with the teams and, where relevant, field observations. Waste management in emergency situations will also have to be taken into account; The analysis of healthcare waste management practices and circuits, in particular sorting, storage, transport, treatment and disposal, with regard to national regulatory frameworks, international standards and reference practices, integrating, for treatment and disposal solutions and where relevant, their energy consumption, emissions and discharges, residues generated, maintenance and consumable needs, as well as their suitability for local technical capacities; A specific analysis of the pharmaceutical waste circuit, including at least the methods of identification, segregation, temporary storage, security, traceability, transport and destruction, as well as the responsibilities of the various actors involved; The identification of gaps, risks and operational constraints, taking into account the available capacities and the specificities of the different contexts of intervention, as well as, when these elements emerge from the data collected, the main factors contributing to the generation of the waste observed, in order to be able to feed further reflections on their prevention and reduction at source; Regular exchanges with the FIU, in particular with the EHA Referent, the Environment function, the teams concerned by the EMT and, depending on the subjects analysed, the other business functions concerned, in order to share findings and feed the analysis; The formulation of operational and prioritized recommendations, taking into account their relevance, feasibility and the constraints specific to the different contexts of intervention; The identification of possibilities for the exploitation of the results, in particular in the form of scientific production or capitalization support, when the quality and quantity of the data allow it. Expected deliverables Scoping Report Understanding of the need and scope; detailed methodology; collection tools; Targeted Delegations/Contexts; indicative timetable; Modalities of exchange and validation. Interim deliverable state of play and analysis Consolidated and analyzed data; synthesis of the practices observed; analysis of management circuits; key gaps, risks and constraints; Initial observations on emergency management. Policy brief on international literature, standards and practices Synthesis of the references reviewed; evolutions and innovations; good practices; items that are transferable or adaptable to FIU. The executive summary will include a dedicated section presenting the principles and operational modalities applicable to emergency health response systems, as well as specific recommendations for the deployment of an EMT, including the needs for equipment, consumables, organization of circuits, treatment and disposal of waste. Proposal of a practical decision-making tool for the management of healthcare and pharmaceutical waste (grid, decision tree, practical sheet or equivalent format), allowing delegations and, where relevant, supported health structures, based on the nature of the waste, the associated risks and the solutions available locally, to identify the recommended sorting methods, storage, transport, treatment and disposal. The tool will be designed in a modular format allowing it to be adapted to different contexts and further enriched, particularly on the dimensions of prevention and reduction at source Final consultancy report Consolidated inventory; regulatory and benchmarking analysis; field results if applicable; prioritized operational recommendations, accompanied, where relevant, by information on their temporality, the actors and responsibilities concerned, the main prerequisites and any investment needs; appendices with tools and elements useful for capitalization. Valuation medium(s), if relevant Proposal of a technical note, poster, institutional communication or scientific contribution, depending on the quality of the data and validation of the FIU. Organisation of the consultancy and timetable Phases of consultancy Phase 0 Scoping of the mission: validation of the scope, initial documentary review, methodology, collection tools and chronogram. Phase 1 Inventory and collection: documentary collection, questionnaires/interviews, data consolidation and analysis of practices.
