The PCD is mandated to provide professional disaster and emergency responses and protect the Palestinian People and their livelihoods from disasters and other emergencies, as well as to responded to the effects of the ongoing armed conflict and settler violence. To support PCD in this mandate the project focuses on the following four key aspects to enhance the capabilities of the PCD: I. Strengthening the partner and donor coordination of the PCD. II. Improvement of the technical working conditions for PCD officers. III. The PCD has improved methods and instruments for carrying out its mandate. IV. Strengthening the conceptual and technical preparation for a PCD deployment in Gaza after the war (once possible). As part of ongoing efforts to strengthen its institutional capacity, the Palestinian Civil Defense (PCD) requires enhanced capabilities in strategic, emergency, and operational planning, as well as in conducting systematic needs assessments and surveys. Strengthening these capacities will support more effective and evidence-based preparedness and response, including through the application of internationally recognized planning tools and methodologies such as the Incident Command System (ICS), contingency planning frameworks, and risk assessment matrices. Enhancing these capacities will enable PCD officers to design, implement, and monitor operational plans; assess community and institutional needs before, during, and after incidents; and prioritize resources based on reliable and timely data. Objective of the Assignment The objective of this assignment is to train and coach PCD officers of concerned departments on operational planning and how to conduct needs assessments and surveys.
