In Application Of Article L 2113-11 Of The Ccp, The Choice Not To Allocate This Framework Agreement Is Justified By The Following Reasons: 1. The Subject Of The Framework Agreement Does Not Allow The Identification Of Distinct Services. 2. The Buyer Is Not Able To Carry Out The Organizational, Management And Coordination Missions Himself. 3. The Allocation In Separate Lots Is Likely To Restrict Competition Or Risks Making The Performance Of The Services Technically Difficult Or Financially More Costly. Under These Conditions, The Allotment Is Likely To Make The Execution Of Services More Technically Complex And Financially More Costly, Without Providing Any Significant Benefit In Terms Of Opening Up To Competition.
