The Finnish Museum Agency, The Suomenlinna Management Department (Purchasing Unit) Tenders The Sheet Metal Work (Service) For The Suomenlinna And Seurasaari Properties. The Goal Is To Establish A Framework Agreement Through Which The Procurement Unit Can Acquire Services In Accordance With Its Needs. The Service Pays Special Attention To The Sites Cultural-Historical Values, Characteristics, Materials And Old Building Methods. The Work Is Carried Out In Sites Built In Different Eras, And They Are Carried Out All Year Round. The Services Include, For Example: • Sheet Metal Work On Water Roofs, Such As The Installation Of Roofing Sheets And Joints • Downspouts And Gutters • Window Coverings And Sheet Metal Installation Of Flues And Penetrations • Sealing Repairs Of Sheet Metal Roofs And Installation Of Roof Safety Products. The Tenderer Can Act In Assignments Either As A Main Contractor Or As A Subcontractor. The Work Sites Are Varied And Some Of The Sites Are Very Small. The Work Performed Based On The Framework Arrangement Is, As A Rule, Various Sheet Metal Work Performed As Invoicing Work Based On An Hourly Price. Work Can Also Be Done Using Different Forms Of Contract. On-The-Job Documentation And Photography Are Included In All Jobs. Selected Suppliers Have The Opportunity To Use The Staff Facilities Organized By The Procurement Unit, Which Are Available For Use In Connection, In Suomenlinna During Assignments According To The Framework Agreement. Rent Is Charged For The Premises, Which Is Agreed Separately. There Are No Shared Personnel Facilities In Seurasaari. The Object Of The Procurement Is Presented In More Detail Below In The Request For Tenders And Its Appendices. Framework Arrangement As A Result Of The Procurement, A Framework Arrangement Will Be Established. The Selection Criteria For Overall Economic Value Is The Best Price-Quality Ratio, On The Basis Of Which The Procurement Unit Will Select The Four (4) Service Providers With The Best Scores, Unless There Are Fewer Bidders Who Meet The Eligibility Criteria Or Acceptable Bids. If Fewer Acceptable Bids Are Received Than Stated Above, The Procurement Unit Will Automatically Select All Bidders For The Framework Arrangement, Provided That All The Requirements Set For The Bidder And The Services Provided By The Procurement Unit Are Met. The Contract Period Begins With The Signing Of The Framework Agreement (Purchase Agreement) And Continues For Three (3) Years). In Addition, The Procurement Unit Reserves The Right To Extend The Contract Period With An Option Period Of One (1) Year. Individual Orders Within The Framework Arrangement Are Made On The Basis Of Simplified Tendering. The Terms And Content Of The Agreement Concluded On The Framework Arrangement Are Followed In All Relations Between The Procurement Unit And The Tenderer Selected For The Framework Arrangement. An Assignment Based On The Framework Arrangement Can Only Be Made During The Validity Period Of The Framework Agreement. The Tenderer Must Take Into Account That Assignments Based On The Framework Arrangement Are Carried Out According To The Schedule Decided By The Procurement Unit, In Which Case The Assignments Are Not Necessarily Distributed Evenly Over The Duration Of The Contract Period. The Procurement Unit Acquires Services According To Its Own Needs, And The Procurement Unit Does Not Commit To Minimum Purchase Quantities. The Framework Agreement Does Not Give The Selected Suppliers The Exclusive Right To Deliver The Procured Services.
