Tenders are invited for Consultancy for Organizational Capacity Strengthening of Local Response Pooled Fund South Sudan Partner Organizations. 3. Specific Objectives The consultancy will seek to: 1. Strengthening governance, leadership, organizational policies, and institutional systems. Improve financial management, internal controls, accounting systems, audit readiness, and donor compliance. Strengthen programme planning, project design, implementation, management, reporting, and grant compliance. Improve MEAL systems, data quality, digital data management, advanced data analysis, research, learning, and reporting. Strengthen procurement, logistics, supply chain, asset management, and related internal controls. Strengthen safeguarding, PSEA, protection, accountability, risk management, and complaints and feedback mechanisms. Strengthen resource mobilization, partnership readiness, proposal development, and donor engagement capacity. 8. Support partners to develop or strengthen strategic plans and organizational development priorities. 9. Strengthening digital systems, including accounting/ERP systems, programme data and reporting software, and organizational websites where relevant. 10. Strengthen the capacity of Boards, leadership teams, finance teams, programme teams, and other relevant staff based on identified organizational needs. 11. Establish practical systems and tools that partners can maintain and use after the consultancy. Scope of the Consultancy The consultancy will cover the following thematic areas. Consultants may apply for one or more thematic areas based on their qualifications and demonstrated expertise. 4.1 Institutional Governance, Leadership and Organizational Development Identified gaps include: Institutional governance. Governance and leadership. Board capacity and oversight. Organizational governance and risk. Limited institutional policies. Policy implementation. Leadership and management systems. Organizational risk management. Human resources and duty of care. Strategic organizational development. The consultant(s) may be expected to: Assess governance and leadership arrangements. Review organizational governance structures and practices. Train Board members on governance roles, responsibilities, oversight, and accountability. Strengthen leadership and management capacity. Review and identify gaps in institutional policies. Support development, review, and implementation of priority organizational policies. Strengthen organizational risk management systems. Provide recommendations for improving governance and institutional effectiveness. Expected results: Improved Board and leadership understanding of governance responsibilities. Strengthened governance and leadership systems. Priority institutional policies developed/reviewed. Improved organizational risk management and policy implementation. 4.2 Strategic Planning and Organizational Direction Several partners require support with strategic planning and organizational direction, including development of a vision, mission-driven strategic plan for 2026-2030. The consultant(s) may support: Organizational strategic assessment. Vision and mission review. Stakeholder consultation. Organizational priorities and strategic objectives. Development of strategic pillars and results. Development of 2026-2030 strategic plans. Strategic implementation frameworks. Institutional monitoring and review mechanisms. Expected results: Partners have clear strategic direction and priorities. Strategic plans for 2026-2030 are developed/reviewed and validated.
