Prequalifications are invited for Plant and Design-Build Contract and O&M for Solar PV and Pumps Overall target of works as follows: Increase efficiency (reduction in kW/m3) of pumps systems by 15% globally for the CU. Noting exceptions for sites where the duty flow rate is increased from current operations. This may be achieved through various means including: change of pump/motors with better match to BEP, higher overall pump/motor efficiency, pump station pipework replacement, air valve rehabilitation 55% of annual energy consumption from the pumps systems from Solar PV energy sources, measured for overall CU consumption for listed Solar PV sites. This consumption ratio applies after pump system rehabilitation works. Rehabilitate existing pump systems to like-for-like flow rates or future flow rates provided by the CU, to standardize pump sets and associated equipment All sites identified with high likelihood of future loadshedding issues to have Hybrid Solar PV and associated pump electrical equipment. The Works will be contracted based on FIDIC Plant and Design-Build Contract 1st edition 1999 (Yellow Book) Requested Services: The Scope of Work for all the commercial utilities is outlined below. This list is indicative providing a description of the scope and should not be taken as a comprehensive list of scope. The scope of work includes: Component 1 Solar PV Project management, design, installation and commissioning of solar arrays responsibility of the contractor Land for the PV sites will be provided either within the CU production/abstractions/treatment and/or other sites and where the area is insufficient, the land will be secured by the CU through purchase or lease Installation of online monitoring platforms for PV systems, including real time data collection, transmission (GPRS/GSM or other), secure data cloud storage and online portal interface (security protected) with infrastructure condition/performance data displayed at a site-by-site level Operation and maintenance of up to 2 years after the design and build period Sub-component 1a Grid tied Solar PV Design and deliver grid tied solar power installations on the existing CU water production/abstraction/treatment and/or other sites. Size of PV installations limited by the capacity of existing LV/MV and transformer equipment. This will include the installation of Solar PV panels, terminal boxes, cabling, filters (as required), invertor(s), buss bar extensions and LV compartments (where required). Undertake site measurements of power data to compare the before and after works power consumption. For sites which include pump rehabilitations, assess the proportion of annual consumption after pump rehabilitation. Sub-component 1b Hybrid Solar PV Design and deliver hybrid solar PV power installations on the existing CU water production/abstraction/ treatment and/or other sites. The installation will be sized in conjunction to the pump input power (P1) and number of duty pumps Sites where hybrid technology used will also have the pumps and associated electrical supply equipment replaced. This will include the installation of Solar PV panels, terminal boxes, filters (as required), hybrid invertor(s), LV equipment for Solar PV and pumps, pump variable frequency drives. Component scope interface or limit are the connection point for the cables from the LV equipment to the pumps. Online monitoring platforms for sites where Hybrid system integrated into one single system for both pumps and Solar PV Component 2 Pump systems Rehabilitation of existing pumping system equipment, broadly; pump, cables, LV panels, MV panels, valves/fittings, pump station pipework, instrumentation and control equipment Project management, design, installation and commissioning of pump systems responsibility of the contractor System sized for like for like or increased future daily flows based on CU requirements. Daily flows and design operating hours will be provided in the Tender. Validate with onsite testing the operating pressure of the rising main, identify hydraulic issues (non-functional air valves) and measure actual on site flows and energy consumption on pumps (all operating modes). Estimated pump rated capacities (flow, pressure, rated motor power) will be provided in Tender for information only. The final sizing of the pumps to meet the flow requirements will be the responsibility of the Contractor. Install digital online remote monitoring system connected to key instrumentation (flow, pressure and power), with 3 years subscription (if applicable) based access. No remote control of systems. Individual contracts will be signed with each respective commercial utility (CU).
