To execute and ensure local supply chain processes for PLAN International in Venezuela, providing logistical support to the operation, the team, and partners. The consultancy will integrate procurement, supplier management, transportation and fleet management, asset management, and, when necessary, imports, customs, warehousing, and inventory management, ensuring timely, transparent, and efficient processes aligned with institutional policies, donor requirements, environmental sustainability, equality and inclusion, and safeguards. 1. Background and Scope PLAN International operates in Venezuela using a model that requires local supply chain support for the start-up and continuity of operations, as well as for working with implementing partners and responding to humanitarian and operational needs. The consultancy will have a local scope in Venezuela and will coordinate, when appropriate, with the Regional Hub for the Americas (ROA HR), the Global Hub (GH), Finance, and the regional Payments Center. The work will encompass sourcing planning, procurement, suppliers, contracts, payments, asset management, inventory management, facilities management, fleet management, transportation, distribution, imports, customs, emergency preparedness and response, partner strengthening, and evidence of compliance. The consultant will manage confidential information related to quotations, budgets, suppliers, partners, donors, inventory management, asset management, and procurement files. It will not have permanent staff under its supervision, except for temporary support assigned according to the operation, and will act in accordance with the current authority matrix. 2. Main Responsibilities 2.1 Start-up and Operational Support Support the opening of the country office. Coordinate with the regional office the arrival and departure of deployed personnel, including flights, transfers , and short-term accommodation when necessary. Ensure compliance with local laws and regulations applicable to the supply chain. 2.2 Planning and Procurement of Goods, Services, and Works Support the development and review of procurement plans and budgets in coordination with the program team, providing technical information, reference prices, and market criteria. Hold planning meetings with program and operational teams to identify needs and facilitate timely purchases. Conduct or support market research, update supplier lists, and identify potential categories for long-term agreements (LTAs). Integrate equality and inclusion, environmental sustainability, and risk management into procurement processes. 2.3 Procurement Processes Review requisitions, approvals, budget availability, and alignment with procurement plans before initiating processes. Prepare calls for proposals, receive and review quotations, develop comparative tables, and document award recommendations according to thresholds, institutional policies, and donor guidelines. Negotiate discounts, terms, delivery times, and added value, maintaining transparency and controls against bribery, fraud, and corruption. Maintain an up-to-date purchase tracker and complete files with evidence of compliance. Prepare waiver requests for review by the supervisory line when appropriate, with justification and supporting documentation. PLAN International Venezuela | Terms of Reference | Supply Chain | Page 2 2.4 Suppliers, Contracts, Purchase Orders, and Payments Conduct, with the regional team, the required due diligence and screening of suppliers. Coordinate closely with the regional supply chain support in Panama to complete processes in the ERP system and submit payment requests to Finance. Facilitate the preparation of purchase orders or contracts and ensure signatures, supporting documentation, and agreed-upon terms. Track contracts, deliveries, addenda, payments, and documentation from the Payment Center. Support supplier evaluations, document their performance, report contingencies, and propose corrective actions. Support policy inductions or refreshers for suppliers and partners when required. 2.5 Inventories, Warehouses, Assets, and Facilities Receive, register, label, and assign assets, verifying quality, quantity, and supporting documentation. Maintain records of assets, inventories, and stock movements, including receipts, issues, transfers, returns, adjustments, disposals, and expirations. Ensure the organization, security, capacity, and maintenance of warehouses, facilities, and equipment. Prepare reports and alerts regarding inventories, assets, warehouses, and facilities. Conduct physical counts and support authorized transfer or disposal processes. 2.6 Fleet, Transportation, Distribution, Imports, and Customs Plan mobility and fleet for coordination and project needs in Caracas and other intervention areas. Promote road safety and verify that suppliers, vehicles, and drivers comply with applicable standards, licenses, training, and PLAN Internationals Code of Conduct. Coordinate the transportation and distribution of goods and supplies with requesters, warehouses, partners, and logistics providers when necessary. Maintain information on tariffs, restrictions, taxes, charges, Incoterms, and documentation requirements. Identify transportation, courier, customs brokerage, and logistics service providers. Verify documentation before arrival, import, export, or distribution, and coordinate with customs brokers or operators when necessary. 2.7 Emergency Preparedness and Response Support the identification, acquisition, receipt, storage, and distribution of emergency items and other critical supplies when necessary. Coordinate with local teams, partners, ROA HR, GH, suppliers, and humanitarian actors to facilitate timely provisioning. Support the prepositioning, loan, purchase, or mobilization of local, regional, or global stockpiles according to policies and authorizations. Maintain up-to-date information on logistics capabilities, suppliers, routes, risks, restrictions, and response needs. Maintain minimum controls for transparency, documentation, due diligence, and safeguards in emergency processes. 2.8 Support for Local Partners Contribute to strengthening partners in supply chain implementation, maintaining proportionate visibility and confidence regarding procurement, assets, and compliance . Support, as needed, supplier management and due diligence, segregation of duties, donor requirements, fraud prevention, and document traceability. Identify relevant risks early and support the definition of mitigation measures. 2.9 Compliance, KPIs, Reports, and Audits Record transactions and evidence in applicable corporate systems or tools, with the required approvals and backups. Maintain up-to-date digital files of purchases, suppliers, assets, inventories, reports, KPIs, and compliance. Prepare information for reviews, internal or external audits, regional reports, and donor requests. Escalate suspected fraud, conflicts of interest, non-compliance, or safeguarding incidents in accordance with institutional procedures. Perform other supply chain activities assigned by the supervisory line. 3. Performance and Quality Indicators Purchase plans under the assigned portfolio reviewed or provided feedback according to operational needs. Purchasing processes managed according to the applicable method, with recorded transactions and files available for review . Active suppliers with current documentation and due diligence in accordance with applicable requirements. Contracts, deliveries, and payments monitored, with alerts and supporting documentation. Assets, inventories, and movements identified, protected, recorded, and reported as required.
