Request for proposals for Consultancy for Specialized Services for Advancing Climate-Smart Public-Private Partnerships in the Dominican Republic The Dominican Republic is a lower-middle-income island nation, with one of the highest projected economic growth rates in the region, forecasting GDP growth of 4.5% to 5% for 2025. Due to its geographic location, the country is prone to adverse climate events that hinder sustainable growth and development and undermine national recovery and protection efforts. In this context, the Dominican Republic has strengthened its commitment to low-emission, climate-resilient development, as reflected in its Nationally Determined Contribution (NDC) and climate change policies. Public-Private Partnerships (PPPs) are recognized as a key mechanism to deliver sustainable infrastructure and services, yet to date the integration of environmental, climate, and social considerations in the PPP process has been minimal, currently limited largely to standard environmental impact assessments (EIAs) for high-risk projects. This represents a missed opportunity for the government to leverage PPPs as drivers of climate action and sustainable development. Indeed, national strategies such as the NDC, the National Climate Change Policy, and the National Development Strategy 2030 explicitly call for incorporating environmental, social, and climate change safeguards into PPP regulations and procedures. In response, the Green Climate Fund (GCF) approved a Readiness grant (implemented with support from the Global Green Growth Institute GGGI) to help the Dominican Republic advance climate-smart PPPs. Under this program, GGGI is currently working to integrate environmental, climate, and social sustainability into the countrys PPP policy framework and into PPP procurement documents and contracts. The program also entails piloting these innovations through the structuring of a flagship climate-smart PPP project. By doing so, the government aims to ensure future PPP investments align with national climate goals and safeguard standards, turning PPPs into a key contributor to the countrys NDC implementation and Sustainable Development Goals. Further, the National Decree No, 531-25 declares as a high priority the intervention and recovery of the Ozama and Isabela Watersheds in the metropolitan area of Santo Domingo. To implement the decree, the government established a Presidential Cabinet for the Rehabilitation of the Ozama and Isabela Watersheds (PCROI) in February 2026, which later launched an action plan. This consultancy seeks to develop a pipeline of sustainable PPP projects, and structure and deliver transaction support for one flagship project that aligns with the government priority of recovering the Ozama and Isabela Watersheds. Proposed Activities and Scope of Work 1) Proposed Activities for the Overall Project The objective of this consultancy is to support the Government of the Dominican Republic in identifying and preliminarily structuring climate-smart Public-Private Partnership opportunities by: Developing a prioritized conceptual pipeline of potential climate-smart PPP projects aligned with government priorities, the Dominican Republics climate commitments, and its sustainable infrastructure objectives; and Preparing an initial business case and illustrative procurement and commercial framework for one flagship water-sector PPP project selected from the PCROI Action Plan under Decree No. 531-25. The consultancy constitutes an upstream project-identification and preliminary structuring phase. It is intended to provide the Government with the analytical basis, preliminary commercial approach, and implementation roadmap required to decide whether and how to proceed to a subsequent full feasibility and transaction-preparation phase. Proposed activities The consulting firm shall undertake the following activities: 1) Develop a prioritized conceptual pipeline of climate-smart PPP opportunities. Identify and assess between five and ten potential projects that could mobilize private investment toward climate mitigation, adaptation, resilience, environmental protection, and sustainable infrastructure objectives. The pipeline shall include at least two projects from the PCROI Action Plan and may include projects from other eligible sectors. 2) Select a flagship project for preliminary structuring. In consultation with MMARN, DGAPP, PCROI, GGGI, and other designated stakeholders, apply an agreed selection framework to identify one strategically relevant flagship project from the PCROI Action Plan. 3) Prepare a preliminary business case for the flagship project. Using existing information and limited stakeholder consultation, assess the projects strategic rationale, preliminary technical options, service or demand requirements, institutional and legal context, climate and environmental and social considerations, indicative costs and revenues, potential PPP structure, principal risks, affordability considerations, and possible need for public support or blended finance. 4) Prepare an illustrative procurement and commercial framework. Develop a recommended procurement strategy, commercial term sheet, preliminary risk-allocation framework, and annotated or illustrative templates for the principal RFQ, RFP, evaluation, bid, and contractual provisions that would be further developed during a subsequent transaction-preparation phase. 5) Define the pathway to full project preparation and approval. Identify the additional studies, decisions, institutional actions, administrative approvals, financing activities, and transaction-advisory services required to advance the flagship project toward market readiness. The consulting firm shall work in close consultation with the Ministry of Environment and Natural Resources, the National Council for Climate Change, the Ministry of Finance and Economy, DGAPP, PCROI, GGGI, and other designated public entities. The Dominican Republics Green Taxonomy, Nationally Determined Contribution, National Development Strategy, National Policy for Sustainable Production and Consumption, Decree No. 531-25, Law No. 47-20, relevant sector plans, and other applicable national frameworks shall guide the analysis.
