Tenders are invited for Contracting Services to Replace the Submersible Pump Set for a Borehole in Sarafand Village Closing Date: Monday, 28. Sep 2026 BACKGROUND AND CONTEXT Oxfam is a global movement of people, working together to end the injustice of poverty. Oxfam has been working in Lebanon since 1993. We provide humanitarian assistance to vulnerable people affected by conflict, and we promote economic justice and good governance, and womens rights. Oxfam also works with local partners to contribute to the protection and empowerment of marginalized women and men. SPECIFICATION OF GOODS REQUIRED Oxfam is seeking a contractor to replace the old existing submersible pump set in Sarafand by a higher capacity set. Currently the existing pump set is operating at low head which is insufficient to deliver water to the villages communal storage tank. Oxfam received a request from the Municipality to supply and install a new pump of Q=25m3/h that has a suitable Head to deliver water to the Communal water tank in the village. Scope of work: The Contractor shall supply and install a submersible borehole pump suitable for operating at flow rates of 25 m³/h and 30 m³/h, based on the actual borehole conditions and required pumping head. Prior to pump installation, the Contractor shall conduct and provide a CCTV video inspection of the borehole to verify its condition, including the static water level, available water depth, borehole condition, and any potential obstructions. The existing borehole pump has already been dismantled. The existing rising main pipe is available on site and shall be reused, subject to verification of its condition and compatibility with the proposed pump. The new submersible pump shall be installed in the borehole, including the required piezometric pipe, water-level sensors, cables, fittings, and all necessary accessories for proper monitoring and operation. During commissioning, the pump shall initially be operated at a flow rate of 30 m³/h continuously for three (3) hours. Throughout the test, the Contractor shall monitor and record the dynamic water level, flow rate, and relevant pump operating parameters at regular intervals. Based on the results of the three-hour pumping test and the observed water-level response of the borehole, the pump flow rate shall be adjusted as required. The target operating flow rate is 25 m³/h, with the flow to be regulated through the Variable Frequency Drive (VFD) to ensure stable and sustainable operation of the borehole and avoid excessive drawdown. The Contractor shall submit the CCTV inspection video results, including water-level and flow-rate records, to Oxfam Engineer for review and approval before finalizing the pump operating parameters CCTV Video: Carry out CCTV video inspection of the well upon request of the concerned Authority, using a waterproof submersible digital camera suitable for the required depth and pressure, equipped with LED lighting and real-time surface monitoring. The work shall include full video recording, submission of the video via online link, and a brief report indicating observations, initial recommendations, water level, casing depth and diameter, total well depth, and general well condition. Pump Set: Supply, transport, installation, testing, and commissioning of a complete submersible pump set designed to deliver a duty flow of 30 m³/h at a total dynamic head of 310 m. The pump shall be equipped with a submersible motor featuring PE2+PA insulation, suitable for continuous operation in liquid temperatures of up to 50°C, and fitted with integrated PT100 temperature sensor(s) for motor thermal protection. The scope shall include all necessary accessories and components required for proper installation and operation of the pump set inside the well, including, but not limited to, pump supports, fittings, couplings, adapters, and all associated mechanical accessories, as well as testing and commissioning, complete and to the satisfaction of the Engineer. The proposed pump set shall be of an EU-approved/European brand, subject to prior approval by both the Oxfam Engineer and the South Lebanon Water Establishment (SLWE) Engineer before installation. The Contractor shall provide all accessories for installation inside the well(supports, fittings, etc.), The existing available riser pipe is a 2.5-inch galvanized steel pipe. The Contractor shall verify its condition, compatibility, and connection requirements on site and shall provide all necessary accessories to ensure a proper, secure, and leak-free connection to the new pump set. Solar Drive: Supply, installation, programming, testing, and commissioning of a complete 55 kW solar drive/control panel, suitable for operating the submersible pump, including an IP55-rated enclosure, advanced MPPT solar inverter/solar drive, MCCB at the incoming supply, internal wiring, terminals, labels, protection devices, and all necessary accessories for a complete and operational system. All relays incorporated within the control panel shall be of a European brand and shall be subject to approval by the Engineer. The control panel shall be heavy-duty, wall-mounted, and installed inside the existing electrical room. The enclosure shall be manufactured from powder-coated steel or equivalent corrosion-resistant material, suitable for the installation environment. The control panel shall incorporate all necessary motor and system protection functions, including, as a minimum: Overload protection Dry-run protection Short-circuit protection Phase failure protection Under-voltage and over-voltage protection Earth-leakage protection Soft start and soft stop Surge protection Emergency stop Local/Remote operation Digital monitoring/metering of Voltage (V), Current (A), Power (kW), Power Factor (PF), and motor running hours Visual/audible alarm indications and fault status display The minimum enclosure protection rating shall be IP54 for indoor installation. Where the panel is exposed to conditions requiring higher protection, the Engineer may require a higher IP rating. The proposed control panel, solar drive/inverter, and major components shall be submitted for review and approval by both the Oxfam Engineer and SLWE Engineer prior to procurement and installation. All electrical and electronic components shall be CE marked and compliant with applicable IEC standards. Fittings and valves: Supply and installation of DN50 PN16 double-function air release valve, with ductile iron body, complete with isolating valve, fittings, gaskets, bolts, and all necessary accessories required for proper installation and operation. Supply and installation of DN80 PN16 rubber flexible joint, complete with flanges, gaskets, bolts, and all necessary fittings and accessories for proper installation and connection. Supply and installation of DN80 PN16 water meter, complete with all necessary fittings, flanges, gaskets, bolts, and accessories required for proper installation, connection, and operation. Supply and installation of a 3-inch PN16 flanged ductile iron tee, complete with all necessary fittings, flanges, gaskets, bolts, and accessories required for proper installation and connection. Supply and installation of DN80 PN16 ductile iron gate valve, complete with all necessary fittings, flanges, gaskets, bolts, and accessories required for proper installation and operation. Supply and installation of DN80 PN16 ductile iron globe valve, complete with all necessary fittings, flanges, gaskets, bolts, and accessories required for proper installation and operation. Supply and installation of a 16-bar pressure gauge, complete with ductile iron isolating valve, connection fittings, and all necessary accessories for proper installation and operation. Supply and installation of a 16-bar pressure switch, complete with ductile iron isolating valve, connection fittings, electrical connections, and all necessary accessories for proper installation, testing, and operation. Supply and installation of a 3-inch (DN80) PN16 steel pipeline to connect the new pumping system to the existing HDPE network. The scope shall include all necessary fittings and accessories, including elbows, flanges, reducers, couplings, gaskets, bolts, welding, pipe supports, anchoring, corrosion protection, and concrete works where required. The Contractor shall ensure that all valves are PN16-rated and manufactured with ductile iron bodies, suitable for the intended operating pressure and water service. All valves and associated components shall be submitted for approval by the Engineer prior to procurement and installation. Sensors Supply, transport and installation of Water Level Sensor, including all terminations and associated accessories (PID controller etc.) Supply, transport and installation of 40mm HDPE pipe, including all associated accessories (for water level sensor installation) Supply, transport and installation of water sensors (Electrodes), including all terminations and associated accessories. Supply and installation of an outdoor-rated IP66 junction box (600×400×300mm) complete with busbars, isolator and all necessary cable lugs for connection of power and control cables, fixed to the slab to mount the box at approximately 50 cm above floor level. Cables: Supply and installation of cable 3×50 mm2, including all terminations, necessary cable ducts and cable trays for routing, and associated accessories. Supply and installation of cable 3×1.5 mm2, including all terminations, necessary cable duct and cable trays for routing, and associated accessories. Documentations: Data sheets of the pump, motor, and valves Factory test certificates (ISO 9906), electrical components datasheets, and panel schematic. Commissioning report with measured Q, H, current, voltage, power factor, and water level logs.
