Tenders are invited for Supply and Install Water Treatment Unit (Water Point) in Mashghera. Closing Date: Thursday, 01. Oct 2026 Intervention Sector(s): Infrastructure & Services Rehabilitation, Water sanitation and hygiene Duration of Contract: Detailed timeline per deliverable to be agreed upon with the consultant. Oxfam is a global movement of people, working together to end the injustice of poverty. Oxfam has been working in Lebanon since 1993. We provide humanitarian assistance to vulnerable people affected by conflict, and we promote economic justice and good governance, and womens rights. Oxfam also works with local partners to contribute to the protection and empowerment of marginalized women and men. Oxfam is seeking suppliers to supply and install water treatment unit (water point) in Markez Al Shehedyn collective shelter in Mashghera village south Bekaa SPECIFICATION OF WORK REQUIRED The contractor will be responsible for providing all materials, labour, equipment, transportation, installation, and commissioning to ensure the facilities are fully functional The contractor should conduct site verification before installation The contractor should ensure safety during installation, The contractor should dispose of construction waste responsibly The contractor should coordinate with Oxfam engineering staff during implementation The supplier shall be able to mobilize resources and commence installation within 10 Working days from the date of Oxfams request or issuance of the work order. The exact installation location shall be selected by the Oxfam team in coordination with the shelter focal point. The contractor must test the water after installing the water filter system. The Oxfam focal point must confirm that the water is suitable for drinking, and the test must be conducted by a well-known and reputed lab with the results stamped by the lab. Oxfam will give the supplier the test for the water source and the supplier, if he wants, he can retest it. General Terms: The Contractors relationship will directly be with OXFAM staff. An Oxfam staff member or representative will be responsible for inspecting and confirming the work. The period of execution of the works on the site shall be according to workplan submitted by the contractor (it should not be more than 10 working days). Daily penalty equivalent to 100$ per day if the contractor exceeds the specified working days. Any item not complying with the specs will be rejected. The Contractor is responsible for any damage during works, utilities, and shall reinstate all affected assets at his own cost. The quantities of the items requested may be increased or reduced according to the site conditions, based on the same pricing presented in the bill of quantities. The contractor should prepare and submit technical and financial offer for the works with detailed Work plan, detailed Bills of Quantities, and execution schedule. The Site Engineer may amend what he deems "technically" suitable for the project and after taking the approval of Oxfam, and the Contractor must abide completely with what was required by the supervising committee. The contractor should assign a site engineer/technician to follow the execution work and be the focal point from the contractor field side. The contractor should ensure safety and security/prevention to avoid any accident while implementing the activity. Oxfam Team or his/her representative is responsible to monitor and confirm the work. The BOQ quantities included in the tender documents are estimated quantities only. Oxfam reserves the right to increase, decrease, omit, or vary any item based on project needs and site conditions. Payment will be made solely for the actual works, goods, services, and quantities executed, delivered, and accepted by Oxfam, as evidenced by the approved As-Built records and completion certificates, using the unit rates and prices agreed in the contract. Oxfam reserves the right to exclude from further evaluation any bidder who scores less than 40 points out of 60 in the technical evaluation. Only bidders achieving a minimum technical score of 40/60 will be considered technically qualified, and only the financial offers of technically qualified bidders will be opened and evaluated. Participation in the site visit is mandatory. Suppliers/contractors who do not attend the site visit shall be considered non-responsive and will not be included in the technical or financial evaluation process, even if their bids are submitted before the specified deadline. Each data sheet must be saved as a separate file with the corresponding item name.( Water Storage Tank, 1-inch mechanical float valve, Electrical float switch, 0.5 HP booster pump, Dosing Pump, Carbon Media, Carbon filter vessel, Pressure Gauage,2 HP Booster Pump Sand Filtration Media, Sand filter vessel, Automatic control valve, Cotton cartridge, mesh cartridge, carbon cartridge, UV Sterilization System (Lamp and Housing), Water tap, Stainless steel mesh, UV resistant roofing material, Chlorine dioxide, Hollow Steel) I.D. card for the person signing on the bid empowered by the power of attorney.
