Request For Proposalsscope Of Servicesthe City Of Surrey (The “City”) Is Seeking The Services Of A Qualified Consultant (The “Consultant”) To Prepare An Affordable Housing Plan (The “Plan”).The Purpose Of The Plan Is To Establish A Comprehensive And Actionable Framework To Address Housing Affordability Challenges In Surrey Over The Short To Medium Term. The Plan Will Identify Key Priorities And Implementation Actions That Can Be Undertaken By The City And Its Partners To Increase The Supply, Availability And Preservation Of Affordable Housing.The Plan Will Build Upon The City’S Previous Affordable Housing Work And Respond To Emerging Housing Needs, Market Conditions, Demographic Trends And Legislative Changes. The Resulting Plan Should Provide A Practical Roadmap For Implementation, With Clear Actions, Responsibilities And Timelines That Support Improved Housing Affordability Outcomes In Surrey.The Plan Will Serve As The City’S Primary Policy And Implementation Framework For Addressing Affordable Housing Needs Over The Short To Medium Term. The Plan Will Focus On Increasing The Supply, Availability And Preservation Of Affordable Housing For Low- And Moderate-Income Households, Including Non-Market Housing, Affordable Rental Housing And Low-End Market Rental Housing.The Consultant Will Be Expected To Undertake Research Synthesis, Targeted Engagement, Policy Development And Implementation Planning To Complete The Plan. The Consultant Will Build Upon Existing City Studies And Initiatives And Is Not Expected To Duplicate Work Previously Completed Through The Housing Needs Report Or Other Recent City Projects.Objectivesthe Plan Should Establish A Clear And Practical Framework For Addressing Housing Affordability In Surrey Over The Short To Medium Term. The Plan Should Identify How The City Can Support The Delivery, Preservation, And Accessibility Of Affordable Housing Through Municipal Policies, Partnerships, Programs, And Advocacy.The Objectives Of The Plan Are To:• Establish A Current Understanding Of Affordable Housing Needs And Affordability Challenges In Surrey;• Respond To Housing Needs With Particular Focus On Low- And Moderate-Income Households;• Identify Additional Opportunities To Increase The Supply Of Rental Housing;• Identify Opportunities To Preserve And Extend The Lifespan Of Existing Affordable Housing Stock, Including Manufactured Home Parks;• Evaluate Existing Municipal Housing Policies, Programs And Regulatory Tools And Identify Opportunities For Improvement;• Identify Practical And Implementable Actions That Support The Delivery Of Affordable Housing;• Establish A Monitoring And Reporting Framework To Track Progress Over Time; And• Support The Implementation Of Housing-Related Actions Identified Through The Ocp, Hp&Rp And Other City Initiatives.Addendaif The City Determines That An Amendment Is Required To This Rfp, The City Representative Will Issue A Written Addendum By Posting It On The Bc Bid Website At Www.Bcbid.Gov.Bc.Ca And The City Website At Www.Surrey.Ca (Collectively, The “Websites”), And Upon Posting, Any Addenda Will Form Part Of This Rfp.
