Work Detail
The Purpose Of This Contract Is To Carry Out A Study Relating To The Implementation Of An Electrical Connection Offer For Ships On The Montoir De Bretagne T.M.D.C. The Context And Main Characteristics Are As Follows: When Docked, Commercial Ships Have Significant Energy Requirements To Operate Certain Equipment Essential To The Safety Of The Ship Or Its Operation (Control Equipment, Lighting, Handling Equipment, Etc.). In Order To Meet These Needs, Most Ships Provide Their Energy Supply Through The Use Of Thermal Generators, The Vast Majority Of Which Are Currently Powered By Diesel. Their Use Is Therefore A Source Of Significant Emissions Of Atmospheric Pollutants Including Toxic Gases (Sox, Nox, Voc, Etc.), Fine Particles And Greenhouse Gases (Mainly Co2). The Use Of Generators Also Causes Other Nuisances Such As Noise Or Vibrations. In Order To Reduce These Emissions And Nuisances, Several Solutions Can Be Implemented Including The Electrical Connection Of The Ship To The Quay Via Electrical Outlets. The Ships Engines Are Then Stopped, Which Makes It Possible To Very Significantly Limit Pollution. Aware Of These Issues And As Part Of Its Approach To Decarbonizing The Industrial-Port Zone And The Green Corridors Development Project, The Grand Port Maritime De Nantes Saint-Nazaire Wishes To Study The Feasibility Of Deploying An Electrical Connection Offer For Ships At The Quayside At The Container And General Cargo Terminal (T.M.D.C.) At Montoir De Bretagne1. The Study Will Include A Deployment Program Over The Period 2027 And 2040. This Study Is Also Part Of Public Policies To Reduce Atmospheric Emissions And Greenhouse Gas Emissions Supported By International, National And Territorial Policies Targeting Air Quality And Climate (Paqa And Pcaet2). It Contributes To Achieving The Objectives Of The International Maritime Organization And Will Enable Regulatory Compliance Of The Tmdc With The European Afir Regulation, Forcing Container Terminals Receiving More Than 100 Calls Per Year To Offer Quayside Connection Solutions By 2030. Beyond Environmental And Regulatory Issues, The Development Of An Electric Connection For Ships At Quay (Cenaq) Offer Also Constitutes A Lever For Commercial Development And The Attractiveness Of The Container Terminal. This Offer Should Allow The Gpmnsn To Respond To Requests From Shipowners, Clients Of The Gpmnsn Already Engaged In A Decarbonization Process, Such As Neoline, Wec Line, Louis Dreyfus Armateurs And To Support Others In The Progressive Transformation Of Their Fleets. It Will Also Strengthen The Competitiveness Of The Terminal By 2030 And Beyond.
