Tenders are invited for Recruiting an Expert/Consultant to Prepare a Policy and Procedure Manual for Distribution and Accounting. Background about the organization The So That We Dont Forget Association is a non-governmental, non-profit feminist association founded in 2002. It operates in the West Bank and is headquartered in Jenin Camp in the northern West Bank. Its primary mission is to promote and support refugee women and children in Palestinian camps, develop their skills and abilities to participate in the social, political and economic life of their community, and improve their psychological, social and health status. The association seeks to promote the concepts of governance, transparency and financial sustainability by controlling the mechanism for distributing administrative and general costs (Overhead Costs) shared between its various projects in accordance with international accounting standards, donor conditions and applicable Palestinian laws . Mission objective The main objective of this task is to prepare a comprehensive and practical guide to policies and procedures for calculating and distributing cost sharing (Cost Sharing & Allocation) and to design the accompanying accounting tool, to ensure a fair, scientifically proven and documented mechanism for distributing administrative, operational and direct and indirect employee expenses across all projects and activities . Scope of Work The expert/consultant is expected to perform the following tasks : Current situation assessment (Assessment & Desk Review): Review the organizational structure, the current financial system, the approved procedural guidelines, and the conditions of the associations current donors . Held meetings with the finance and program management to understand the nature of the costs and existing projects . Review the financial system and expense items, and study the nature of the expenses. Developing a policy and procedures manual : Formulating policies for defining direct costs and shared/indirect costs . Determining internationally recognized and appropriate cost allocation bases and factors for the association (e.g., working hours, square footage, number of employees, budget size, etc.) . Setting up step -by-step procedures for how to calculate, record, and reconcile shared costs monthly and annually . Preparing the accompanying documentation mechanism (Forms & Templates) (such as: Time Sheets , Joint Cost Calculation Sheets, etc.). Building an electronic model/practical tool (Excel Tool/Template): Designing an easy-to-use computer tool (Excel-based model) that applies the formulas of the guide to automatically calculate costs and facilitates linking it to the associations accounting system . Training and capacity building : Conducting a training workshop for the financial, administrative and project management staff on how to apply the guide and use the proposed tool. Providing technical support during the first pilot run of the application . Expected outputs (Deliverables) Quick assessment report : Explains the current situation and the methodology used in preparing the guide . Draft policy and procedure manual : for comments and review by the association . The final approved version : of the Joint Costing Policies and Procedures Manual in Arabic (or English as agreed), including attachments and documentary certificates (Forms). Electronic calculation model (Cost Allocation Tool): In Excel format , ready to use . Training Workshop Report : Covers the implementation of training for the relevant staff and the delivery of all outputs . Timeframe and workplace Total task duration : Complete the required tasks before 31.10.2026 Work location : The associations headquarters located in Jenin - Haifa Street - Chamber of Commerce building - 4th floor , with the possibility of working remotely for some tasks . Required qualifications and experience Advanced university degree (Masters/Bachelors) in accounting, auditing, finance, or financial management of non-profit organizations . A relevant professional certification (CPA, CMA, CIA) is considered an added advantage . At least 7 years of experience in the field of financial consulting and accounting systems for NGOs /INGOs in Palestine . In-depth knowledge of the terms and requirements of major donors in Palestine such as : EU, UN, USAID, AUSAID, ECHO... etc. with regard to overhead costs (ICR). Experience in training, particularly in the mechanism for calculating indirect costs (Overhead/ICR), is a prerequisite. Excellent skills in drafting guidelines and policies and designing advanced Excel templates .
