More specifically, the Consultant shall: Ensure the quality of the execution documents for the rural road works; Ensure coordination, monitoring and technical control of the works; Ensure administrative and financial monitoring and control of the works; Ensure that the necessary measures are taken for proper work-site signage and adequate visibility of the Bank through appropriate signboards; Ensure that contractors comply with environmental requirements and respect surrounding populations; Prepare monthly progress reports and the final works report; Verify and validate the measurement statements and payment certificates prepared by the contractors; Prepare the initial technical control report (RD0) and final works control report (RD6) for the purpose of obtaining an insurance policy for eligible structures; Act as an intermediary with beneficiaries and stakeholders on behalf of the Project Owner. III. EXPECTED RESULTS The expected results of the Consultants intervention are: Supervision and technical control of the works covered by the contract are carried out in compliance with applicable standards, technical requirements of the contract, good engineering practice and the prescribed deadlines; The environment and living conditions of the populations are respected; No major irregularities are identified in the preparation and payment of payment certificates; All documents, plans, reports and payment statements prepared by contractors are reviewed and validated within the required timeframes; As-built drawings prepared by contractors at the end of the works are reviewed, validated and properly archived by the Project Owner (PA-PUDC); Monthly progress reports and a final works report are prepared; Measurement statements and payment certificates prepared by contractors and suppliers are properly verified and validated; RD0 and RD6 reports required for obtaining an insurance policy are prepared by the technical control office and submitted to the Project Owner (PA-PUDC); Service orders and minutes to be notified to contractors are prepared and submitted for approval and signature by the Programme Officer The objective of Works Supervision is to ensure the quality of the works and enable the Project Owner to obtain the best benefit from its investment. The Consultants principal mission is therefore to establish the best possible organization to ensure proper control of the works and the success of the operation. The objectives of the services, consisting of quality control and monitoring of works execution, will be achieved through the following activities: Activity 1: Coordination Activity 2: Control of the quality assurance plan and verification of execution studies Activity 3: Technical control of the works Activity 4: Administrative and financial control Activity 5: Provisional and final acceptance Activity 6: Monthly and annual reports and Final Works Completion Report 4.1 Coordination The supervision mission shall coordinate the works planned at all sites in the two regions concerned, in close cooperation with the PUDC, which has four zonal offices covering its entire intervention area. The PA-PUDC expects compliance with the implementation schedule and budget forecasts. For this purpose, the supervision mission shall assist the Contractor in coordinating all activities, including: Construction of the rural roads; Construction of drainage structures allowing proper drainage of rainwater and runoff; Installation of appropriate road safety signage; Compliance with environmental and social requirements for all activities carried out. The supervision mission shall propose solutions if unforeseen circumstances or events require modifications or innovations.
