Description1 The Assignment 1.1 About The Client Ål Kraftverk Kf, Hereinafter Referred To As The Client, Invites Tenders For The Purchase Of Services For The Purchase And Transmission Of Power To Ål Kraftverk Kfs Customers. Ål Kraftverk Kf Is A Wholly Owned Municipal Enterprise That Is Owned By Ål Municipality. The Company Was Established In 1914 And Manages The Municipal Power Rights For Ål Municipality And Operates Ylifossen Power Plant. The Municipal Power Rights Consist Of Approx. 101 Gwh Concession Power, 80 Gwh Replacement Power And Shared Power From Usta And Nest Power Plants Of 45-65 Gwh. The Power Plant Also Has Production From The Ylifossen Power Plant Of Approx. 12 Gwh And A Share In Lya Kravferk Of 30 Per Cent, Which Amounts To Approx. 5. Gwh. The Municipality Receives A Financial Settlement Per Quarter Of Income And Costs From Lya From Hafslund Eco. Altogether, This Amounts To Rights And Production For The Municipality Of Approx. 250 Gwh. The Company Has A License For Sales Within Ål Municipalitys Borders And Buys Services For Around 3,500 Customers. The Companys Customers Needed Approx. 81.3 Gwh In 2025. 1.2 Scope Of The Assignment This Procurement Involves An Agreement For A Service In The Form Of Purchasing And Passing On Power To Ål Kraftverk Kfs End-User Customers. The Company Offers A Number Of Different Products To Business Customers, Residents, Holiday Homes And For Municipal Consumption. The Service The Supplier Must Perform For Ål Kraftverk Kf Is To Buy In Power To Meet The Needs Of Ål Kraftverk Kfs End-User Customers For The Various Products The Power Plant Offers. The Municipality Will Cover The Discrepancy Between The Providers Expenses For Purchasing Power In The Spot Market At Nordpool And The Income From Retail Sales To Customers Of Ål Kraftverk Kf. The Municipality Currently Pays - For Its Consumption - A Fixed Price For Power Of 15 Øre/Kwh, But This Has Been Proposed To Be Changed To 20 Øre/Kwh To Reflect The Self-Cost For The Power. For The Other Customers, The Following Products Are Offered: Spot Price Flexikraft For 1, 2 Or 3 Years. - Up To 80% Of Last Years Consumption At Fixed Price And Consumption Above This Is Offered At Spot Price Without Surcharge. The Fixed Price Varies For How Many Years The Customer Wishes To Commit. Flexikraft Is Offered To All Customers Of Ål Kraftverk Kf. 3. Ål Power Plant - Winter - Up To 80% Of Expected Annual Consumption With A Fixed Profile Throughout The Year. The Agreement Applies From 1 November To 30 April. For The Next Period, The Price Is 161.2 Øre/Kwh. For Consumption In Excess Of The Fixed Price, The Spot Price Without Surcharge Applies. 4. Ål Kraftverk Kf Also Has A Customer Group That Receives Free Power. This Is Part Of The License Conditions For The Holsutbyggingen And Is Called Votnakraft. The Contracts Are Regulated By The Contract Terms Attached To The Tender Basis And The Specifications That Appear In The Tender Basis. 1.3 The Tender Does Not Emphasize Climate And Environmental Considerations According To Section 5B Of The Procurement Act, It Is Stated In The Second Paragraph That A Contractor Must Emphasize Climate And Environmental Considerations With A Minimum Of Thirty Percent. Climate And Environmental Considerations Will Not Be Emphasized In This Tender, However, As The Procurement Has An Insignificant Climate Footprint, Cf.
