Pursuant To Article L. 2113-2 Of The Public Procurement Code, Smo Nord Pas-De-Calais Numérique Acts As A Central Purchasing Body In The Sense That This Buyer Acquires Supplies Or Services For Other Contracting Authorities, Public Companies Or Contracting Entities. The Purpose Of This Contract Is The Supply Of: • Personal Rgs** And Eidas Authentication And Signature Certificates, On Usb Key Type Media, For Agents And Elected Officials Of Member Communities And Public Establishments; • Nfc Cards On Physical Media, Intended For Agents And Elected Officials Of Member Communities And Public Establishments, Provided According To The Same Ordering, Delivery And Delivery Terms As Personal Certificates On Physical Media (See Point 3.5). The Nord-Pas-De-Calais Digital Joint Union, In Partnership With The Management Centers Of The Territorial Civil Service Of Nord (Cdg59) And Pas-De-Calais (Cdg62), Operates A Purchasing Center For Local Authorities And Public Establishments In The Departments Of Nord And Pas-De-Calais. This Purchasing Center Facilitates Access To The Authentication And Electronic Signature Certificates Necessary For The Dematerialization Of Administrative Procedures And Documents. It Offers Member Entities A Shared System, Allowing Them To Benefit From Negotiated Prices And A Simplified Ordering Process. As Of The Launch Date Of This Consultation, 560 Communities And Public Establishments Members Of The Purchasing Center Have Access To A Dematerialized Platform Allowing Them To Order Their Certificates Directly. This Market Is A Continuation Of The Previous Market. It Aims To Guarantee The Sustainability Of The Service Provided To Members Of The Purchasing Center, Within An Updated Regulatory Framework Marked In Particular By The Evolution Of The Eidas 2.0 Regulation And The Strengthening Of Security Requirements. This Consultation Pursues The Following Objectives: - Guarantee, For All Members Of The Purchasing Center, The Continuity And Quality Of The Service Providing Rgs** And Eidas Certificates; - Promote The Coherence Of Digital Public Services Open To Users And Facilitate Their Adoption, Thanks To Interfaces And Similar Operating Modes From One Local Administration To Another; - Promote The Dematerialization Of Exchanges In Order To Save Time, Eliminate Time Or Location Constraints, Reduce Costs Related To Paper And Postage, And Optimize Tracking And Searching For Documents; - Enable Fully Digital Management Of Data And Documents Produced Internally Or Transmitted By Partners, Whether Administrations, Citizens Or Suppliers.
