Expression of Interest for Consulting Services for Philippines MEPS Diagnostics and Implementation Roadmap IFC seeks to engage a qualified consulting firm to support the Department of Energy (DOE) in laying the foundation for the development and implementation of Minimum Energy Performance Standards (MEPS) in the Philippines. The assignment will undertake comprehensive institutional, regulatory, market, technical, and financing diagnostics to identify priority sectors and equipment categories, assess current market conditions, benchmark international good practices, and evaluate barriers to energy-efficient technology adoption. The Consultant will develop evidence-based recommendations for future MEPS design, including preliminary technical options, policy and institutional reform measures, and market-transformation approaches. The assignment will also establish an Energy Efficiency (EE) Technology Positive List and develop appraisal tools to enable financial institutions to evaluate and finance eligible EE investments. Through stakeholder consultations, capacity building, and validation workshops, the project will build consensus among government agencies, industry stakeholders, technology providers, and financial institutions. The final output will be a strategic Phase 2 implementation roadmap outlining the priority actions, regulatory pathways, institutional arrangements, financing mechanisms, compliance systems, and market-support measures required to implement MEPS and accelerate energy efficiency investments in the Philippines, contributing to energy security, industrial competitiveness, and national climate goals.
