Tenders are invited for Country Strategy Refresh & Alignment Terms of Reference (Tor) for External Consultants PURPOSE OF THE CONSULTANCY The purpose of this consultancy is to support CARE South Sudan with completing the comprehensive strategy refresh process and producing a high-quality country strategy that is evidence-based, country-led, aligned with CAREs global direction, realistic in relation to operational and financial capacity, and actionable over the next five years. The consultant will provide strategic facilitation, analytical expertise, technical support, and drafting assistance throughout the process. OBJECTIVES OF THE ASSIGNMENT The consultant will conduct contextual analysis, facilitate internal and external stakeholder engagement, support strategic prioritization and decision-making, draft all required TOR TOR Template for the Country Strategy Refresh & Alignment components of the Country Strategy Excel Template, facilitate validation and refinement processes, and produce final strategy products that meet CARE quality standards. The Consultant should employ: Guidance Document and Country Office Document Review Key Informant Interviews Focus Group Discussions where appropriate Participatory Workshop Facilitation Techniques Strategic positioning analysis Validation and Feedback sessions KEY DELIVERABLES 1. Orientation and Planning Review and synthesize all relevant guidance materials, previous strategies, annual reports, evaluations, and contextual studies to inform the strategic planning process. Develop the overall methodology, including stakeholder mapping, consultation and engagement plans, workplan, timelines, and governance arrangements. Facilitate completion of the Sandbox Tab in the Excel Template to support engagement with global teams to align early strategic thinking and priorities. 2. Context and Evidence Review Using the AI guidance, conduct the Outside-In Analysis, Digital Landscape Analysis, and Revenue and Funding Landscape Analysis to identify key trends, opportunities, risks, and strategic implications. Drawing on existing CARE South Sudan materials, reports, assessments, and other relevant resources, conduct a synthesis of community voices and undertake a review of the previous and/or current strategy to assess progress, lessons learned, and priorities for the refreshed strategy. 3. Conduct Stakeholder Engagement Lead consultations with leadership, staff, partners, government institutions, women-led organizations, community representatives, donors, private sector actors, Member Partners, Regional Office and Headquarters stakeholders and utilize the insights for both context analysis and strategic priorities.
