Evaluation Consultancy Services – Specialized Technical Assistance Service To Support The Design, Dynamization And Evaluation Of The Strategic And Operational Planning Instruments Of The Mental Health Commissioner. The Purpose Of This Contract Is A Specialized Technical Assistance Service Intended To Support The Design, Dynamization And Evaluation Of The Strategic And Operational Planning Instruments Of The Mental Health Commissioner. In Particular, The Object Of The Contract Will Include The External Evaluation Of The Current Mental Health Strategy Of The National Health System 2022-2026, As Well As The Technical Support Necessary For The Design And Dynamization Of The New Mental Health Strategy, With A Horizon From 2027, Involving All Key Agents In The Institutional Field, Especially The Autonomous Communities, And In The Social Field. Likewise, The Object Of The Contract Will Include The Evaluation Of The Mental Health Action Plan 2025-2027 And The Action Plan For Suicide Prevention 2025-2027, Contemplating Both An Intermediate Evaluation And A Final Evaluation, In Order To Analyze Its Degree Of Implementation, Results Achieved And Guide The Improvement Of Public Policies In This Matter. These Actions Will Be Developed In Accordance With The Principles Of The Community Model In Mental Health, Transversally Incorporating The Human Rights Approach, The Gender Perspective, The Consideration Of The Social Determinants Of Health And The Integration Of Mental Health In All Public Policies, And Will Take Into Account The Principles And Requirements Established In Law 27/2022, Of December 20, On The Institutionalization Of The Evaluation Of Public Policies In The General Administration Of The State.
