Tenders are invited for Design, Supply, Installation, Testing and Commissioning of Smoke and Heat Extraction Ventilation System for Block 03 of Defence Headquarters Complex at Akuregoda The work consists of Design, Supply, Installation, Testing and Commissioning of Smoke and Heat Exhaust Ventilation System for Block 03 of Defence Headquarters Complex at Akuregoda. The Construction period is 180 Days. Bidding will be conducted through National Competitive Bidding Procedure. To be eligible for contract award, the bidder must not be blacklisted or have any ongoing litigation with the procuring entity. Bidder shall have CIDA grading EM1 in the specialty of Electrical and Mechanical Services (EM) under Sub Specialty Mechanical Ventilation and Air Conditioning (MVAC)/Fire Detection, Protection and Suppression (FDPS). The bidder must possess a valid license to operate as a Smoke and heat exhaust ventilation system contractor, issued by the relevant regulatory authority. Additionally, the bidder should have a minimum of five years experience in Designing, Installing, Testing and Commissioning of Smoke and heat exhaust ventilation systems of similar scope and complexity. Minimum Qualification requirements to qualify for contract award shall be: Qualifications Minimum Qualification Requirements (i) Average annual turnover value of works successfully performed in last five years. LKR 225 million per year (ii) Experience in Design, Supply, and Installation within last five years. (2021, 2022, 2023, 2024 & 2025). The bidder shall have successfully completed at least three (03) installations of Smoke and Heat Exhaust Ventilation Systems (SHEVS) and/or Fire Detection and Protection Systems (FDPS), each valued at over LKR 50 million (excluding taxes), including at least one (01) installation of a SHEVS. (iii) The minimum amount of liquid assets and /or credit facilities (after setting apart for other contractual commitments) and exclusive of any advance payment which may be made under this Contract. A complete set of Bidding Documents (except Volume 1A) in English language may be purchased by interested bidders on the submission of a written application to The Director, Project Management Unit, Defence Headquarters Complex Project, Akuregoda Road, Pelawatta, Battaramulla, Sri Lanka from 16-09-2026 until 13-10-2026 from 09.00 hrs. to 15.00 hrs. during a working day upon payment of a non-refundable fee of LKR 30,000.00 (Sri Lankan Rupees Thirty Thousand). The method of payment will be by Cash. A pre bid meeting will be held at 1100 hrs. on 23-09-2026 and a site visit will be held on same day after the pre bid meeting at the Project Management Unit of Defence Headquarters Complex site at Akuregoda Road, Pelawatta, Battaramulla. All bids shall be accompanied by a Bid Security of Sri Lanka Rupees Two Million and Five Hundred Thousand (LKR 2,500,000.00) obtained from a bank operating in Sri Lanka approved by the Central Bank of Sri Lanka, in the form of an unconditional and on demand bond and shall be valid up to 14-02-2027.
