Expression of Interest for Consulting Services for Implementation Consultant (IC) The Services requested under this assignment are as follows: This Prequalification Document covers a single, joint prequalification procedure for two Contracts related to the Hisban Brackish Groundwater Desalination Project. Applicants shall be prequalified for both Contracts jointly; Contract 2 shall be awarded, if and when activated by the Employer, to the same Consultant selected for Contract 1, without a separate prequalification or tendering procedure. Contract 1 (Mandatory) comprises three stages. Stage 1, Preliminary Studies, supervision of hydrogeological investigation campaigns done by others, supervision of execution of test wells done by others and the installation and operation of a desalination pilot plant over a minimum six-month continuous operation period, validating recovery rates across the range of 70-85% and flux rates of 20-30 Imh; supervision of pumping tests done by others, comprehensive water characterisation (physical, chemical, microbiological and radiological parameters) and membrane fouling analysis; intake and discharge studies, including evaluation of the concentrate blending strategy with brine from the Zara Main Water Treatment Plant prior to discharge to the Dead Sea; and the corresponding environmental and social assessment in accordance with the KfW Sustainability Guideline, including a gender analysis. Stage 2, Detailed Design and Tender Documents, comprises the detailed design of the desalination plant (indicative design capacity in the order of 25,000 nrVday, ~9 MCM/year of permeate) and associated infrastructure, including the wellfield, the reverse osmosis treatment plant, the concentrate pipeline and ancillary facilities, together with process flow diagrams, P&IDs, design calculations, technical specifications, civil, mechanical, electrical, l&C and SCADA design, a detailed capital and operating cost estimate, and the preparation of tender documents in accordance with the KfW Guidelines for Procurement, based on FIDIC Conditions of Contract for Construction (Pink Book, MDB Harmonised Edition), subject to confirmation or revision at the Go/No-Go decision referred to below. Stage 3, Assistance During Tendering, comprises management of bidders clarifications, technical and financial evaluation of Proposals, and preparation of evaluation reports for the Employer and KfW, as well as assistance during pre- award discussions and Contract award. Contract 2 (Optional) comprises two further stages. Stage 4, Supervision of Construction Works and Supplies, includes supervision of civil, mechanical, electrical and l&C works, quality control and testing, verification that full-scale facility performance matches the parameters validated during pilot testing, commissioning, and environmental, social, health and safety (ESHS) management during construction, including radiological safety monitoring.
