Tenders are invited for Jack up Rig & Associated Ancillary Services for Drilling and Workover Operations 2.0 SCOPE OF WORK The scope of work requires the Provision of four (4) Shallow water Jack up Rigs to support drilling and workover operations as follows: 1. Module 1 Provision of One 10K/ 2000HP Jack Up Rig (Offline casing racking capability), fully upgradeable and 15K/ 3000HP-ready for Drilling and Workover Operations. 2. Module 2 Provision of One 10K/ 2000HP Jack Up Rig for Drilling Operations. 3. Module 3 Provision of One 10K/ 2000HP Jack Up Rig for Drilling and Workover Operations. 4. Module 4 Provision of One 10K/ 2000HP Light Jack Up Rig for Workover Operations. The rigs are expected to have the following minimum technical specifications: 1. Drilling, completion, and well testing capability. 2. Minimum ~350 ft leg length below hull. 3. Operating water depth: 18-200 ft. 4. 14 18 ft transit draft. 5. Proven experience in conductor-supported platform installation. 3.0 MANDATORY REQUIREMENTS 1. To be eligible for this tender exercise, interested contractors are required to be pre-qualified and LIVE in NJQS Product Category List 3.04.01 Drilling Rigs and Production/ drilling Services in NipeX Joint Qualification System (NJQS) database. All successfully pre-qualified suppliers in this category will receive Invitation to Tender (ITT). 2. To determine if you are pre-qualified and view the product/service category you are listed for: visit https://vms.nipex.org/login and access NJQS with your log in details. Click on Subscription tab on the left-hand side of the dashboard to view your status and, click Product Code tab to view registered product codes. 3. If you are not listed in a product/ service category and you are registered with DPR to do business, contact NipeX office at Post Square Towers, 1, 3 Ologun Agbaje Street Off Adeola Odeku Street, Victoria Island, Lagos, Nigeria with your DPR certificate as evidence for verification and necessary update. 4. To initiate the NJQS pre-qualification process, access [http://www.nipex-ng.com,/]www.nipex-ng.com, click on the Registration tab, and select start NipeX new vendor registration here. 5. To be eligible, all tenders must comply with the Nigerian Content requirements in the NipeX system. 4.0 NIGERIAN CONTENT REQUIREMENTS Tenderers are to demonstrate strict compliance with the provisions of Nigerian Oil & Gas Industry Content Development Act and also provide the following requirements: a. Demonstrate that entity is a Nigerian registered company with greater than 51% Nigerian Shareholding. Submit certified true copies of CAC forms 10, 02 & 07 (or its equivalent; CAC 2.3, 2.4, 2.5, etc.) including company memorandum & article of association and/or evidence of entitys incorporation, shareholding & ownership structure in Nigeria. b. Tenderers shall provide evidence category 1, 2, 3 and 4 NCEC for Services and Support (SS) group NCEC or NCDMB NCRC Rig Certificate, demonstrating ownership of Land rig Unit to be utilized in the execution of the work scope. c. Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume d. Tenderer shall (via a letter of undertaking utilizing its letter headed paper) commit to: (failure to provide this undertaking letter will constitute a fatal flaw). Complying with the latest approved version of NCDMB HCD guideline to providing Project-specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s). In line with the NOGICD Act, deduct 1% NCDF for every subcontract to be issued on the contract and remit same to NCDMB. Tenderer shall ensure that the 1%.NCDF for all subcontracts must be priced into the commercial submission to be submitted to the Operator. e. Tenderer shall provide documented evidence (not limited to ownership/rental of administrative office, Land rig unit, Cranes, Cherry Picker, Shale Shaker, Mud Cleaner) demonstrating presence in Nigeria for the execution of the work scope. 5.0 CLOSING DATE Only Tenderers who are registered in the NJQS product/ category as at 16:00hrs on 30 September 2026 being the advert close date shall be invited to submit technical bids.
