Tenders Are Invited For Framework Arrangement For Building Automation Works

The Finnish Museum Agency, The Suomenlinna Administration Department (Procurement Unit) Tenders The Building Automation Works For Suomenlinnas Properties (Service). The Service Is Provided In About 130 Buildings In Suomenlinna, Where Offices, Work Spaces And About 350 Apartments Are Located. The Purpose Of The Procurement Is To Establish A Framework Agreement Through Which The Procurement Unit Can Acquire Services According To Its Needs. Selected Suppliers Usually Act As Subcontractors In The Projects, As Separate Procurement By The Developer, Or Work Is Ordered As Invoice Work. The Services Include: • Building Automation Contracting• Service And Maintenance Work. Selected Suppliers Have The Opportunity To Use The Personnel Facilities Organized By The Procurement Unit, Which Are Available For Use In Connection, In Suomenlinna During Assignments According To The Framework Agreement. Rent Is Charged For The Premises, Which Is Agreed Separately. Framework Arrangement As A Result Of The Acquisition, A Framework Arrangement Will Be Established. The Basis For Selecting The Overall Economic Advantage Is The Lowest Price, On The Basis Of Which The Procurement Unit Will Select A Maximum Of Four (4) Service Providers With The Best Scores, Unless There Are Fewer Bidders Who Meet The Eligibility Criteria Or Acceptable Bids. If Fewer Acceptable Bids Are Received Than Stated Above, The Procurement Unit Will Automatically Select All Bidders For The Framework Arrangement, Provided That All The Requirements Set For The Bidder And The Services Provided By The Procurement Unit Are Met. The Contract Period Begins With The Signing Of The Framework Contract (Purchase Agreement) And Continues For Four (4) Years. The Estimated Start Date Of The Contract Period Is 1 November 2026. The Terms And Content Of The Agreement Concluded On The Framework Arrangement Are Followed In All Relations Between The Procurement Unit And The Tenderer Selected For The Framework Arrangement. An Assignment Based On The Framework Arrangement Can Only Be Made During The Validity Period Of The Framework Agreement. The Tenderer Must Take Into Account That Assignments Based On The Framework Arrangement Are Carried Out According To The Schedule Decided By The Procurement Unit, In Which Case The Assignments Are Not Necessarily Distributed Evenly Over The Duration Of The Contract Period. Within The Framework Arrangement, Contractor Selection Takes Place Either On The Basis Of The Ranking Determined Based On The Framework Arrangements Tendering Process, Or By Simplified Tendering. The Choice Of The Method To Be Used Is Made For Individual Projects According To The Nature And Scope Of The Work Item. If An Individual Assignment Within The Framework Arrangement Is Made In Accordance With The Ranking Determined Based On The Scoring Of This Competition, This Means That The Procurement Unit Places Orders Primarily From The Bidder Who Received The Best Comparison Points In The Competition. If The First-Placed Bidder Is Prevented From Delivering The Order In Question, The Procurement Unit Places The Order With The Second-Placed Bidder. If The Second-Placed Bidder Is Also Prevented From Delivering The Order, The Procurement Unit Places The Order With The Third-Placed Bidder. If The Third-Placed Bidder Is Prevented From Delivering The Order, The Procurement Unit Places The Order With The Fourth-Placed Bidder. In Simplified Tendering, Contractors Included In The Framework Arrangement Are Tendered In Accordance With The Terms Of The Framework Arrangement And The Tender Request For Simplified Tendering. The Procurement Unit Does Not Commit To Minimum Purchase Quantities. The Procurement Unit Acquires Services According To Its Own Needs. The Framework Agreement Does Not Give The Selected Suppliers The Exclusive Right To Deliver The Services To Be Procured.
