This Announcement Is Part Of The Market Mapping Done By The City Of Lahti. With The Help Of The Market Survey, The Aim Is To Find Out The Challenges And Perspectives Of The Future Procurement In Advance And To Ensure The Smooth Running Of The Bidding._________________________________________________________ The City Of Lahti Will Acquire Services Related To The Joint Monitoring Of Groundwater At The End Of 2026. The Procurement Includes Groundwater, Pore Air, Pore Water, Surface Water, Waste Water And Stormwater Sampling As Well As Groundwater Level Measurements Related To The Joint Monitoring Of Groundwater In Lahti And Hollola. Sample Analysis Services, Operator-Specific Interim And Annual Reporting Of Results And Preparation Of The Annual Summary. The Procurement Is Ordered By The City Of Lahti And The Monitoring Is Coordinated By The Environmental Services Unit. In Addition To The City Of Lahti, The Municipality Of Hollola, Hollola Water Supply And Lahti Aqua Oy Have Been Involved In The Planning Of The New Operating Period. The Procurement Is Planned To Be Divided Into Two Sub-Areas: 1. Analysis Services For The Joint Monitoring Of Groundwater In Lahti And Hollola2. Sampling And Reporting Services For The Joint Monitoring Of Groundwater In Lahti And Hollola. The Environmental Sampling Of The Joint Monitoring Is Mainly Groundwater Sampling, Which Also Includes The Measurement Of The Groundwater Level. Sampling Of Pore Air, Pore Water, Surface Water, Waste Water And Storm Water Can Be Included In The Joint Monitoring Program. Groundwater Level Measurements Separate From The Sampling Are Made In Accordance With The Monitoring Obligation Of Each Site. The Targets Of The Monitoring Are Mainly Operators Obliged To Monitor Groundwater In Environmental Or Soil Permits, The City Of Lahtis Own Monitoring Of The Environmental Condition, And Voluntary And Mandatory Monitoring Of Water Supply Facilities. In March 2026, A Total Of 31 Separate Monitoring Sites And 86 Groundwater Pipes Or Wells Were Involved In The Joint Monitoring. At The Beginning Of 2027, The Joint Monitoring Will Possibly Be Extended To The Nastonharju-Uusikylä A And B Groundwater Areas. It Is Possible That There Will Be More Operators From Hollola As Well. The Final Number Of Monitoring Operators, Targets And Observation Tubes Will Only Be Known After The Tender, When The Monitoring Costs Defined In The Contract Will Be Known. The Customer Does Not Know The Final Number Of Participants When Making The Purchase. New Operators Can Also Join The Joint Monitoring Before Or During The Start Of The New Contract Period. The Customer Is Not Committed To The Estimated Number Of Operators, Observation Tubes, Sample Points Or Analysis. Samples Are Taken From The Observation Tubes Once Or Twice A Year Or As Needed. As A Rule, Samples Are Taken In Spring In April-May And In Autumn In September-October. Only The Height Of The Groundwater Level Is Monitored From Some Of The Observation Tubes. Groundwater Level Measurements Separate From Sampling Can Be Made 1–4 Per Pipe Per Year. The Scheduling Of The Measurements Should Be Coordinated According To Previous Monitoring Or The Authoritys Regulations. In 2025, 95 Groundwater Samples Were Taken And 45 Separate Water Level Measurements Were Made. The Parameters According To The Monitoring Program Of Each Operator Will Be Analyzed From The Samples Taken In Joint Monitoring. In Addition, The General Parameters Of Joint Monitoring Are Analyzed Annually From At Least One Observation Tube Of Each Site, If They Are Not Already Part Of The Sites Monitoring Program. The Service Provider Chosen To Implement Joint Monitoring Reporting Prepares A Site-Specific Free-Form Interim Report And Site-Specific Annual Report In Accordance With The Requirements Of The Site-Specific Monitoring Program Or Plan. Every Year, The Service Provider Prepares An Extensive Annual Summary Of The State Of The Groundwater Areas Involved In The Monitoring. Contract Period The Procurement Contracts For The Current Operating Period Are Valid In Accordance With The Agreed Option Year Until 31 December 2026 (Analysis Services) And 28 February 2027 (Sampling And Reporting). The Third Season Of The Joint Observation For The Years 2027–2029 Is Now Being Tendered. The Season Can Be Extended With A Two-Year Option Period For 2030–2031. The Contract Period For The New Operating Period Begins For Both Areas On January 1, 2027 Procurement Value The Anticipated Annual Total Value Of The Procurement Is €75,000.
