This Document Is Not An Advance Notice, Procurement Announcement, Or Request For Offer, But An Announcement About The Start Of A Market Survey As Part Of Procurement Planning. With This Announcement, The Welfare Region Of East Uusimaa Initiates A Market Survey In The Planned Procurement For The Procurement Of The Construction Of A Rescue Facility For The Söderkulla Area. Background The Uusimaa Welfare Area Is Preparing The Implementation Of A New Rescue Station In Söderkulla, Sipoo. The Goal Of The Project Is To Improve The Operational Readiness Of Rescue Operations And First Aid, Especially In The Söderkulla Area, Where The Current Response Times Do Not In All Respects Meet The Goals According To The Service Level Decision. The New Station Will Secure The Operational Capability Of The Areas Rescue And First Aid Services Well Into The Future. A Project Plan Has Been Drawn Up For The Project, According To Which The Rescue Station Includes A New Building Of Approximately 1,150 Gross Square Meters, As Well As The Related Outdoor Areas, Warehouses, Canopies And Technical Systems. The Building Will Be Implemented In Accordance With The Principles Of A Clean Fire Station. Principle Of The Rental Model The Welfare Area Determines The Implementation Of The Project With A Long-Term Rental Model, Where The Tendered Operator Is Responsible For The Financing, Development And Construction Of The Object And Owns The Property To Be Completed. The Welfare Area Acts As A Long-Term Tenant In The Project. The Goal Is To Find An Operator Or A Consortium Of Operators In The Market That Is Able To Take Responsibility For The Whole, Including At Least:• Project Financing• Construction And Planning Control• Construction• Coordination Of The Necessary Official Processes• Ownership Of The Property During The Lease Period• Maintenance And Service Of The Property To The Agreed Extent. The Starting Point Of The Project Is That The Welfare Area Defines The Functional, Qualitative And Technical Requirements Based On The Project Plan, On The Basis Of Which The Landlord To Be Selected Will Make The Object Ready For Use On A Turnkey Basis. The Effects Of The Plot Management Model On The Feasibility Of The Project.7. Fundability And Marketability Of The Project.8. Construction Schedule And Risks Related To Implementation. Preliminary Schedule The Wellness Area Aims To Start Tendering During 2026. According To The Target Schedule Of The Project, Construction Is Estimated To Start In 2027 And The Rescue Station To Be Completed In 2028.
