Introduction The Municipality Of Kemiönsaari (Hereafter Also Kemiönsaari) Tenders A Framework Contract For Professional Services, The Purpose Of Which Is To Offer Companies In The Municipalitys Area (Hereafter Customer Company) Expert Support For Developing Business Operations And Strengthening Profitability. The Aim Of The Expert Service Is To Support Small And Medium-Sized Companies Operating In The Area Of ​​Kemiönsaari Municipality In Business Development, Managing Change Situations And Improving Profitability. Procurement Object And Component Areas Of The Framework The Procurement Is Divided Into Six (6) Sub-Areas: Sub-Area 1: Marketing And Sales Sub-Area 2: Finance And Profitability Sub-Area 3: Ownership And Generation Changes Sub-Area 4: Business Development And Sustainability Sub-Area 5: Business Arrangements And Contracts Sub-Area 6: Planning The Purpose Of The Building For The Change. The Sub-Area-Specific Services Are Described In More Detail Below In The Descriptions Of The Parts. The Tenderer Can Submit An Offer For One Or More Of The Above-Mentioned Sub-Areas. All Bidders Who Meet The Suitability Requirements And The Minimum Requirements For Each Sub-Area Set In This Call For Tenders And Accept The Procurement Terms And Price Model Will Be Selected As Framework Contract Partners For The Sub-Area In Question. Contract Period The Framework Arrangement Is Valid For Three (3) Years From 1 January 2027 To 31 December 2029. Maximum Value Of The Framework Arrangement The Procurement Unit Can Order Expert Services Based On The Framework Arrangement For A Total Of No More Than Eur 150,000.00 (Vat 0%). However, The Framework Arrangement Does Not Constitute A Minimum Purchase Or Order Obligation For The Procuring Entity, And The Procuring Entity Does Not Undertake To Order A Certain Amount Or Value Of Services. The Suppliers Selected For The Framework Arrangement Are Not Allocated A Certain Share Of The Maximum Value In Advance, But The Number And Value Of The Assignments Depend On The Customer Companies Service Needs During The Contract Period. Operational Model Of The Framework Arrangement Based On The Framework Arrangement, Kemiönsaari Municipality Forms A Network Of Experts. The Use Of The Service Starts When The Customer Company Is In Contact With The Municipalitys Business Consultancy, Where The Customer Companys Need And Suitable Expert Services Are Assessed. The Business Advisor Analyzes The Need And, If Necessary, Can Propose Suitable Expert Services, After Which A Separate Office Holder Decision Is Made On The Granting Of Expert Services. The Expert Selected Under The Framework Arrangement Does Not Receive Assignments Automatically, But Individual Assignments Are Based On The Needs Of The Client Company, The Municipalitys Assessment And The Office Holder Decision To Be Made. The Municipality Proposes Suitable Expert Services, But The Customer Company Makes The Final Decision On Which Framework Contract Supplier It Wants To Cooperate With. The Suppliers Selected For The Framework Arrangement Are Not Placed In Order Of Priority Or The Like, But The Selection Of The Expert Is Based On The Customers Own Choice, Taking Into Account Area-Specific Expertise. In An Individual Consulting Assignment, The Customers Company Can Receive Expert Service For A Maximum Of One Consulting Day (8 Hours). The Customer Companys Deductible Is 100 Euros Plus Vat For Each Consulting Task, And The Rest Of The Costs (€700) Are Covered By The Municipality. The Same Customer Company May Be Granted A Maximum Of One Consulting Task Per Calendar Year Through The Expert Service, And The Customer Company Has Four (4) Months From The Decision Being Made To Use The Granted Consulting Day From One Expert Of Its Choice.
