PROPOSAL GUIDELINES This Request for Proposal represents the requirements for an open and competitive process. CARE International in Lebanon (hereinafter referred to as CARE) invites eligible and qualified supermarkets and retail chains to submit proposals for the Selection of Supermarkets for Restricted Food & Nutrition Voucher Redemption IDP & Affected Population Assistance, Nabatiyeh District. The purpose of this RFP is to establish a one-year Framework Agreement (FWA) with selected supermarket to facilitate the redemption of restricted food vouchers by eligible beneficiaries in Nabatiyeh District. Submission of a proposal does not create any contractual obligation on the part of CARE. CARE reserves the right to accept or reject any proposal, in whole or in part, to cancel or modify the solicitation process, or to award to one or more suppliers, subject to applicable CARE policies and donor requirements. CARE does not guarantee any minimum volume, number of beneficiaries, or financial value of transactions under the resulting framework agreement. Actual requirements will depend on program needs, available donor funding, and approved purchase orders. Eligibility Proposals may be submitted by legally registered supermarkets and retail chains operating in Lebanon. To be considered eligible, the applicant must, at minimum: Be legally registered and authorized to operate its business in Lebanon. Have at least one active and functional branch within NabatiyehDistrict. Have a valid bank account registered in the name of the contracting legal entity. Have functional point-of-sale (POS) facilities and the operational capacity required to process restricted electronic voucher transactions. Demonstrate the ability to comply with CAREs requirements regarding restricted food commodities, transaction recording, reporting, and reconciliation. CARE may conduct due diligence and/or site verification to confirm the information submitted by applicants. Preparation of Proposals Applicants shall carefully review all requirements, instructions, specifications, and forms included in this RFP before preparing their proposals. The proposal must be complete and submitted using the required format. Applicants are responsible for ensuring that all information provided is accurate, clear, and supported by the required documentation. Any costs incurred by the applicant in preparing, submitting, or clarifying its proposal shall be borne entirely by the applicant. CARE shall not be responsible for any such costs.
