Expression of Interest for Consultancy Services for Implementation and Supervision of Social Inclusive Infrastructure Soft Services under the Eswatini Road Infrastructure Improvement Programme (ERIIP) Phase 1 Consultancy services for a 36-month assignment to lead, coordinate, manage, implement, and supervise soft socio-economic programmes under the Social Inclusion pillar of ERIIP Phase 1, supporting poverty reduction, youth employability, gender empowerment, and sustainable economic opportunities for local communities along the MR14 and MR21 road corridors. The services include stakeholder engagement and community awareness in English and Siswati; a labour market and skills-needs assessment for the Lubombo region; design and implementation of TVET and vocational skills training for at least 200 youth, including apprenticeships with road construction contractors; development of National Occupational Standards for soil testing and other relevant trades; enterprise development workshops for at least 50 women entrepreneurs covering financial literacy, marketing, and roadside market opportunities; and establishment of a Monitoring, Evaluation and Learning (MEL) framework and digital Management Information System (MIS). The assignment shall comply with the African Development Banks Integrated Safeguards System (ISS) and Gender Strategy. 3.The Consultancy services include, but are not restricted to, the following: Stakeholder Engagement: Developing and implementing a comprehensive Stakeholder Engagement Plan (SEP) and facilitating community awareness sessions in English and Siswati. Labour Market Study: Conducting a detailed skills needs assessment for the Lubombo region to identify employment barriers and vocational training gaps. Technical and Vocational Training (TVET): Designing and implementing a vocational skills scheme for at least 200 youth, including on-the-job apprenticeships with road construction contractors. Standards Development: Collaborating with national authorities (DIVT, MET) to develop National Occupational Standards (NOS), specifically for soil testing and other relevant trades. Enterprise Development: Delivering business workshops for at least 50 women entrepreneurs, focusing on financial literacy, marketing, and leveraging new roadside market infrastructure.
