Deadline for Inquiries:Inquiries will be accepted until 24-09-2026 at 16:00 via email: [email protected] or Phone number: 81333840 Instructions for Bidders: The bidder shall carefully review the ITB and all attached documents and shall submit the required documents duly completed, signed and stamped. Annex (A) shall be completed only for the items and services offered by the bidder. Items not offered shall be marked N/Q. Annex (B) shall clearly show the bidders unit prices separately for each item or service quoted. Bidders shall not combine separate cost components into one price where Annex (B) requests them separately. Food commodity cost, cleaning/washing cost, sanitization cost, packaging materials and packaging/assembly labour shall be quoted separately. Bidders may quote for one or more food commodities without quoting for cleaning, sanitization or packaging services, and vice versa. In Annex (A), the bidder shall clearly identify the proposed product brand, producer/manufacturer and country/source of origin where applicable. Product specifications, technical data sheets, certificates, laboratory reports and samples shall be submitted where applicable or when requested by HAND. HAND reserves the right to request samples of any proposed food commodity, wrapping material, paper bag or completed snack parcel before award or during the Framework Agreement. Bidders offering cleaning, washing or sanitization services shall provide details of the processing facility, water source, washing and sanitization process, sanitizing material, concentration/dosage, contact time and relevant SOPs. Where the awarded bidder performs cleaning, washing and/or sanitization, all water used for such activities shall be potable. Before commencing such activities, the awarded bidder shall submit to HAND a laboratory analysis report for the actual water source proposed for use, based on a sample collected within the preceding three (3) months and tested by an accredited laboratory. Thereafter, the awarded bidder shall conduct monthly testing of the actual water source used through an accredited laboratory throughout the validity of the Framework Agreement and submit the results to HAND within two (2) working days of their issuance. Where any result is non-conforming, the awarded bidder shall immediately suspend the affected activity or withhold the affected consignment, notify HAND in writing within twenty-four (24) hours, implement and document the necessary corrective actions, and carry out re-testing at its own cost. The affected supply or service shall resume only after satisfactory re-testing confirms compliance. In the event that the water source changes, the bidder shall notify HAND in advance and provide a new acceptable laboratory analysis before using the new water source. Bidders involved in food handling or processing shall demonstrate the implementation of appropriate Good Hygiene Practices and HACCP principles and provide valid health cards for food handlers or a formal commitment to obtain all required clearances prior to commencement. Where laboratory analysis reports are requested for commodities, such reports shall relate to samples collected from the products within the three (3) months preceding the request, and the testing shall have been conducted by an accredited laboratory. If available, bidders shall provide details of their traceability system and their ability to identify the origin, supplier, batch/lot, processing date, quantities and dispatch information of supplied or processed products. Fresh produce suppliers shall accept the inclusion in the final agreement of WFP requirements regarding identification of farmers benefiting from programme procurement, planned versus actual quantities purchased, and permission for HAND/WFP to contact relevant farmers for programme feedback. Fresh fruits and vegetables, bakery items (such as Kaak b Halib, brioche with raisins or dates) and other short shelf-life or ready-to-eat products shall be delivered fresh on the date specified in the Purchase Order and shall carry a Best Before date covering the full planned distribution and consumption period. Expired products, products delivered with less than the accepted remaining shelf life, and products whose date markings are missing, unclear or illegible shall be rejected and shall be replaced by the awarded bidder at its own cost, within the timeframe specified by HAND and without any additional cost to HAND The supplier must be legally registered in Lebanon and provide the required legal and fiscal documents.
