Car Park Services – Parking Supervision Blue Zone Lebbeke. The Municipality Of Lebbeke Has Zones With Limited Parking Time, Hereinafter Referred To As The Blue Zones. These Zones Aim To Manage The Available Parking Spaces In The Public Domain In A Balanced Manner, To Avoid Long-Term Parking In Places With High Parking Pressure And To Promote The Rotation Of Vehicles For The Benefit Of Residents, Visitors, Traders And Other Users Of The Municipal Center Area. This Contract Is Expressly Qualified As A Government Contract For Services Within The Meaning Of The Act Of 17 June 2016 On Government Contracts. The Assignment Concerns The Provision Of Services Regarding Parking Supervision, Administrative Follow-Up, Processing Of Findings, Collection, Complaint Handling, Reporting And Support Of The Municipal Parking Policy. The Order Is Not Placed As A Concession Agreement. The Contractor Is Not Granted The Right To Operate A Service At His Own Economic Risk. The Municipality Remains Responsible For The Parking Policy, The Applicable Regulations, The Demarcation Of The Zones, The Determination Of The Rates And The Conditions Under Which They Are Applied. The Contractor Acts As An External Service Provider Who Carries Out The Services Described In The Specifications Under The Supervision Of The Municipality And In Accordance With The Conditions Of The Specifications. The Manner In Which The Amounts Collected Are Financially Settled Or Transferred Does Not Affect This Qualification As A Public Service Contract. The Contractor Only Bears The Normal Execution Risks Associated With The Correct Execution Of The Assignment, But No Exploitation Risk That Is Characteristic Of A Concession. For The Actual Follow-Up Of This Parking Scheme, The Municipality Of Lebbeke Wishes To Call On A Specialized External Service Provider. The Aim Of The Assignment Is To Ensure Correct, Continuous, Customer-Oriented And Non-Discriminatory Monitoring Of Compliance With The Rules Regarding Parking In Blue Zones. The Services Must Be Provided In Accordance With Applicable Road Traffic Legislation, The Highway Code, Municipal Tax And/Or Tax Regulations, Police Regulations, Data Protection Regulations And All Other Applicable Federal, Regional And Local Regulations. The Assignment Mainly Involves Carrying Out Parking Supervision In The Blue Zones On The Territory Of The Municipality Of Lebbeke. This Includes Checking Compliance With The Permitted Parking Duration, Checking The Correct Use Of The Parking Disc, Issuing Reimbursements In Accordance With The Municipal Tax Regulations, The Administrative Processing And Follow-Up Of The Issued Reimbursements, The Collection Of This Tax, The Handling And Follow-Up Of Complaints, The Deployment Of Sufficient And Properly Trained Parking Attendants And Periodic Reporting To The Municipal Council.
