Concerns A Market Consultation For A Solution For Handling Consular Cases. The Scope Of Services Is Experiencing Steady Growth, Partly Because The Number Of Travelers Expecting (Public) Assistance Is Increasing. In Addition, There Are Seasonal Effects That Put Pressure On Capacity And Services. The Number Of Cases Per Country Varies Greatly, Also In Terms Of Type Of Cases. Cases Can Vary In Duration From One Day To Several Years. The Group Of Users Of The Current System Includes: Information Officers, Case Managers, Consular Staff At The Posts, Policy Officers, Managers, Functional Managers, Editors, Management Supporters And Data Specialists. It Is Important That Consular Staff At Some Posts Only Use The System A Few Times A Year. User-Friendliness And A Logical Design Are Essential For These Relatively Inexperienced Users. An Estimated 5% Of The Cases Are Distinguished By A Greater Complexity Of Handling: Assessment By Cm Manager, Involvement Of Policy Staff, More And Sensitive Personal Data And Communication, An Unpredictable Process And More Intensive Cooperation With Posts And Chain Partners. This Sometimes Creates Documents And Interactions Outside The System. This Requires Well-Thought-Out File Formation Processes And Flexibility In The Design Of The Solution To Properly Support The Handling Of These Complex Cases. A Number Of Details Make Handling Some Cases More Complex Than Others. We Mention The Most Important Ones. For Detention Cases, There Is An Important Distinction Between Healthcare And Non-Care Countries. In Healthcare Countries, Roughly Countries Outside Western Europe, There Are Separate Facilities For Detainees In Difficult Circumstances. This Mainly Concerns The Exchange Of Data With The Dutch Probation Service, Epafras And Dutch&Detained For Detention Guidance And Planning Visits, A Monthly Donation And An Optional Attention Budget. Various Financial Processes Are Handled Via The Current System:  Attention Budget And Gifts (To Detainees),  Financial Mediation (Relations Of Dutch People In Need Transfer Money To The Person Via Bz/Post), And  Reimbursements For Services (For Help With Requesting Death Certificates, Police Reports And Autopsy Reports, And Address Tracing). For The Provision Of Services To Detainees, Agreements Have Been Made With A Number Of Parties On The Provision Of Personal Data (Reclassering Nederland, Epafras, Dutch&Detained, Uwv, Svb And The Municipal Information Bureau). Sometimes There Is A Demand For Information (E.G. Police, Justice, Public Prosecution Service).
