Printing Services - Printing Services Of Forms And Other Printed Matter As Well As Printing And Distribution Services Of Administrative-Fiscal Documents And Other Documents Addressed To Taxpayers. The Contracting Authority Proposes To Conclude A Framework Agreement With A Single Economic Operator For A Period Of 2 (Two) Years, Respectively For The Period 01.01.2027-31.12.2028. After Awarding The Framework Agreement, Subsequent Contracts Will Be Awarded Depending On The Type Of Documents That Will Be Printed/Printed And Distributed. Revision Clauses A. Amendment Of The Framework Agreement The Amendment May Be Made Only Under The Conditions Provided For In Art. 221 Of Law 98/2016 The Revision Clauses Established By The Contracting Authority, Respectively The Possible Changes That May Intervene In The Execution Of The Framework Agreement, Implicitly The Subsequent Contracts Will Be Expressly Provided For In The Framework Agreement/Subsequent Contracts And Will Be Applied Directly Under Art. 221 Para. (1) Letter A) Of Law 98/2016, These Being: 1. The Modification Of The Framework Agreement Can Be Made As A Result Of The Direct Application Of Its Provisions, If During Its Development There Will Be The Need To Print Or, As The Case May Be, And Distribute Other Documents That The Contracting Authority, For Objective Reasons, Could Not Identify At The Time Of Initiation Of The Procurement Procedure. The Need To Print Or, As The Case May Be, And Distribute These Documents, May Arise As A Result Of Legislative Changes, Administrative Decisions Or Other Unforeseen Situations That The Contracting Authority, Objectively, Could Not Foresee Until The Date Of Initiation Of The Procurement. The Quantity Of The New Services Introduced In The Framework Agreement And Implicitly The Value Related To Them Will Be Subject To Changes With A Low Value, Respecting The Legal Provisions In The Field Of Public Procurement. Under These Conditions, The Prices Of The Services Will Be Established As Follows: - By Reference To The Prices Of Printing Services Or, As The Case May Be, And Distribution Offered For The Services Provided In The Specifications, Having As A Reference Technical Characteristics As Close As Possible To Them; - By Establishing A New Price Representing A Reasonable Cost And A Reasonable Profit Compared To The Relevant Prices On The Market, In The Situation Where It Cannot Be Referred To Any Printing Service Or As The Case May Be, And Distribution From The Specifications And Offered By The Economic Operator. 2. The Modification Of The Framework Agreement/Subsequent Contracts May Be Made As A Result Of Correcting Some Material Errors Crept Into Them, In The Case Of Detection By Any Of The Contracting Parties. The Categories Of Changes Provided For In Points 1-2 Will Not Affect The General Nature Of The Framework Agreement/Subsequent Contracts. In The Situation Where, During The Development Of The Framework Agreement/Subsequent Contracts, The Need For Any Other Modification Of Them Arises, The Contracting Authority Will Determine, According To The Legal Provisions In The Field Of Public Procurement, Before Approving And Formalizing The Implementation Of The Respective Modification, If This Represents A Non-Substantial Modification Without The Need To Organize
