Tenders are invited for External Mid-Term Evaluation of the "La Fabrique Des Dialogues" Project Coalition PLUS is an international union of community-based NGOs fighting against AIDS and viral hepatitis, founded in 2008, and present in more than 50 countries . Funded by LInitiative (Expertise France) with a total budget of 3.5 million over 36 months, the "La Fabrique des Dialogues" (FDD) project aims to promote inclusive political and health dialogues (particularly by young people, women and gender minorities) to improve national responses to HIV, tuberculosis and malaria in Francophone Africa . The project is based on a consortium governance model and is structured around 3 specific objectives: · OS1: Creation and structuring of a professional training and Technical Assistance in Advocacy (ATP) offer via 4 local centers (Burundi, Cameroon, Ivory Coast, Mauritius) . · OS2: Strengthening the impact of advocacy actions of partner CSOs through cascading grants (AMI fund of 700K) and HR mentoring (led by Coalition PLUS) . · OS3: Promoting best practices through a French-speaking community of practice and a shared digital tool (managed by Sidaction) . 2. OBJECTIVES AND SCOPE OF THE EVALUATION The external mid-term evaluation will cover the first 20 months of implementation (from April 1, 2024 to December 31, 2025) . It pursues four objectives: · Retrospective: Evaluate the degree of completion of activities and initial results in relation to the logical framework . · Governance & Resources: Assess the efficiency of consortium management and the cascading grant management mechanism . · Effects & Relevance: Measuring the appropriation of skills by learners (pools) and the added value of support for field associations . · Forward-looking: Formulate concrete strategic and operational recommendations to reorient the second phase of the project and prepare for the sustainability of the achievements . DESIRED PROFILE The evaluation will be entrusted to a pair of independent consultants from the Global South or a research firm with the following expertise: · Experience: Solid experience (minimum 8 years) in external evaluation of international development and public health projects . · Thematic expertise: Proven expertise in community advocacy, global health (HIV, TB, Malaria) and Gender / Human Rights approaches in Francophone Africa . · Engineering & Capacity Building: Knowledge of vocational training schemes, VAE and communities of practice . · Financial Management & Grants: Solid experience in auditing/evaluating cascading grant schemes (delegated funds, internal control) and their impact on the governance of local CSOs . · Language: Perfect command of French (writing and facilitation) . 4.
