Expression of Interest for Provision of Long-Range Escort Security Services for Lng/Ngl and Domestic Lpg Tankers Date Added: September 9, 2026 Deadline: 30/09/2026 Category: Security Services & Gadgets 1.0 INTRODUCTION NLNG is a leading energy company committed to driving innovation and meeting the evolving energy needs of the future through its world-class production plant on Bonny Island, Rivers State, Nigeria. The facility consists of six (6) natural gas liquefaction trains with a total capacity of 22 million tons of Liquefied Natural Gas (LNG) and 5 million tonnes of Natural Gas Liquids (NGL) per annum, with associated gas receiving, treating, storage and loading facilities as well as utilities (Electrical power generation, Water, Air, Nitrogen etc.), and support infrastructure (offices, residential accommodation, school, hospital, airstrip, jetties etc.). NLNG requires the services of a Long-Range Security Escort Vessel (LRSEV) provider. This is for the provision of maritime security support to tankers calling at the NLNG Bonny terminal in Rivers State, Nigeria, while in transit within the Gulf of Guinea and Nigerias coastal waters. NLNG hereby invites LRSEV providers with experience, capacity, required regulatory permits and licences to express their interest to participate in the tendering for this service. 2.0 SCOPE OF WORK The work scope includes the following: The provision of Long-Range Security Escort Vessels (International Association of Classification Societies (IACS) purpose-built and ballistic fast-moving security vessels capable of maintaining a minimum speed of 20 knots for the escort of tankers calling and departing the Companys terminal at Bonny Island. The provision of security escort between Bonny Fairway Buoy (BFWB) and a safe area of up to 150 NM within Nigerias Exclusive Economic Zone for LNG/NGL tankers. The provision of security escort for domestic LPG (DLPG) tankers involved in coastal trades within Nigeria. DLPG escort service entails point-to-point escort vessel of the DLPG tanker from Companys terminal to any discharge terminal within Nigerian coastal waters. Vessels can also be deployed for any escort operations as deemed necessary within the Nigerian Exclusive Economic Zone (EEZ) and coastal waters. Note: Vessel must be purpose built fully ballistic Vessel must be capable of achieving a minimum 20knots. Vessel year of build not later than 2019. 3.0 MANDATORY REQUIREMENTS (Please submit all) a. Companys Certificate of Incorporation. b. Complete copy of Form CAC 7 (Particulars of Directors) and/or the most recent complete Status Report issued by the CAC (or its equivalent). c. Complete copy of Form CAC 2 (statement of Share Capital and Return of Allotment of Shares) and/or the most recent complete Status Report issued by the CAC (or its equivalent). Please note that where a shareholder is a corporate entity, the entitys most recent complete status report, down to the level identifying all ultimate beneficial owner(s) shall be mandatorily required. d. Current/valid relevant Midstream and Downstream Oil and Gas Industry Service Permit (MDOGISP) issued by Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) for Offshore Operation Support Services- Marine Security & Escort, Mooring Services, House Boats Barges. e. Health Safety & Environment Policy Statement and/or Health Safety & Environment Management System f. Quality Assurance/Quality Control (QA/QC) Policy Statement and/or Quality Assurance/Quality Control (QA/QC) Management System including ISO certifications. g. Company Profile showing: i. Organisational chart (including, size, structure, partnerships, alliances, joint ventures, and any subsidiary or parent companies) ii. OEM agency/technical partnership, if any iii. Curriculum Vitae (CV) of the management team iv. Curriculum Vitae (CV) of key technical personnel within the organisation available for the work. h. A detailed list of relevant verifiable experience for escort vessel services provision that was undertaken as the main contractor to demonstrate capability in undertaking the scope within the last five (5) years with evidence e.g., contracts, award letters, purchase orders, work completion certificates etc. Kindly indicate names and contact of clients, location, and cost or volume of services provided with evidence. i. Three (3) years financial accounts audited by a licensed accountancy firm which shall be a member of a recognised institute of accountancy. Most recent accounts should have an end of year date not more than 18 months before the time of EOI. j. Tax Clearance Certificates for the past three (3) years i.e. 2023, 2024 and 2025 and Nigerian Tax Registration/Identification Number. k. Letter of Acknowledgement of willingness to undergo NLNG and Third-Party audits. l. Letter of Confirmation of willingness to operate in strict accordance with the NLNG Business Principles. m. Letter of reference/support from bank or financial institution. n. Valid direct Memorandum of Understanding (MOU) with the Nigerian Navy. (3rd party MOUs not acceptable). o. Vessel specification documents, including but not limited to the ballistic certificate and Class certificates p. All applicable Nigerian Ports Authority (NPA) certificates/permits. q. All applicable Nigerian Maritime Administration and Safety Agency (NIMASA) certificates/permits. r. All applicable Nigerian Content Monitoring Board (NCDMB) permits s. Evidence and documentation supporting compliance with the Nigerian Oil and Gas Industry Content Development (NOGICD) Act 2010 (See Section 3: COMPLIANCE WITH NIGERIAN CONTENT (NOGICD ACT 2010) 4.0 NIGERIAN CONTENT REQUIREMENTS The Nigerian Oil and Gas Industry Content Development (NOGICD) Act 2010 supports, and details expected Nigerian Content deliverables within contracts and projects in the Nigerian Oil and Gas industry. NLNG is committed to the NOGICD Act 2010 and Nigerian Content Development. Companies responding to this advertisement are required to submit the following in compliance with the NOGICD Act, 2010 for services. a. Documentation to demonstrate that the entity is a Nigerian-registered company. Submission of certified true copies of CAC forms 02 & 07 (or its equivalent; CAC 2.3, 2.4, 2.5, etc.) including company Memorandum and Article of Association. All companies shall be Nigerian Indigenous Service Companies having 51% and above Nigerian equity in the shareholding and ownership structure of tenderers legally registered entity in Nigeria by CAMA (Companies and Allied Matters Act). b. Evidence of registration on the Nigerian Content Development Monitoring Board (NCDMB) NOGIC Joint Qualification System (JQS). c. The process and procedure that explain the methodology of how it intends to comply with the requirements of the NOGICD Act 2010 (Nigerian Content Plan) and how to achieve the set target(s) in the schedule of the NOGICD Act and any targets set by the Board. d. Details of the companys corporate organizations overall human resources structure (management, supervisors, senior & junior skilled officers, etc.), identifying positions manned/occupied by Nigerian nationals with evidence of type of employment in-country and identifying the positions manned/occupied by other nationals. e. Proposed organogram for this work scope populated with nationality, qualifications of personnel and years of experience of personnel on the job (attach CV of key finance, operational and technical personnel) including a succession plan in this work scope. f. A detailed description of the location of facilities and infrastructure (assets, equipment, technical office, and administrative space, storage, etc.) in Nigeria to support this contract, evidence that 50% of all equipment deployed to work by multinational and international companies are owned by the local subsidiaries. g. Provide Long Range Security Escort vessel required specifications; such vessels shall be registered on NCDMB Marine Vessel Categorization database. h. Have a valid Memorandum of Understanding as a Private Maritime Security Company with the Nigerian Navy. I.
