Expression of Interest for Environmental and Social Consultant for Rio Metropolitan Mobility Project 2 The State of Rio de Janeiro has mandated IFC as lead advisor for the structuring of a long-term urban mobility concession in the Metropolitan Region of Rio de Janeiro. The Consultant will deliver the environmental and social front for the transaction under structuring, across a Program organized in three phases over an estimated 16 months, applying Brazilian environmental and social legislation, the IFC Performance Standards and the World Bank EHS Guidelines. Solid command of Brazilian sectoral licensing, including interventions in water bodies and in densely occupied urban areas, is required. Phase 1 - Diagnosis (4 months). Environmental and social baseline of the areas of influence, based on existing information, with definition of the need for field surveys; review of applicable legislation; identification of the stakeholders, stages and estimated timelines of licensing at municipal, state and federal level; verification of the regularity of existing licenses and compliance with their conditions; mapping of environmental liabilities; stakeholder identification and engagement strategy; preliminary survey of irregular occupations and initial sizing of expropriation and resettlement needs; preliminary assessment of the personal security of women and vulnerable groups; climate vulnerability assessment; and gap analysis against the IFC Performance Standards. Outputs include the E&S Diagnosis Report and preliminary E&S cost estimates for the Pre-Feasibility Report. Phase 2 - Transaction structuring (6 months). Deliver the Environmental and Social Scope Report for the transaction, including the licensing strategy and roadmap, action plans for resettlement, compensation and stakeholder engagement, terms of reference for the studies to be carried out by the future concessionaire, E&S CAPEX and OPEX, and the environmental and social obligations, indicators and annexes to be incorporated into the draft bid documents. Phase 3 - Implementation (6 months). Update the E&S studies, costs and mitigation measures following public consultation and hearings, including sessions dedicated to directly affected communities; support responses to clarification requests; and contribute the environmental and social content of the Concession Manual and the training of the regulators team.
