Expression Of Interest For Institutional, Regulatory And Governance Consultant For Rio Metropolitan Mobility Project The State Of Rio De Janeiro Has Mandated Ifc As Lead Advisor For The Structuring Of Long-Term Urban Mobility Concessions In The Metropolitan Region Of Rio De Janeiro. The Transactions Will Rely On An Integration Framework That Does Not Yet Operate: Current Scenario Of Parallel Ticketing Platforms And Fare Integration Regimes, No Common Clearing House, No Effective Interfederative Governance, And Material Overlap Of Supply Between Modes. The Consultant Will Deliver A Single Institutional And Regulatory Front Common To The Transactions, Across A Program Organized In Two Phases Over An Estimated 6 Months. Phase 1 - Diagnosis (4 Months). Institutional And Ticketing Diagnosis Of The Metropolitan Transport System; Diagnosis Of Tariff Policy And Of The User Base, Including Statutory Free-Fare Entitlements, Integration Regimes And The Fiscal Cost Of Current Arrangements; Mapping Of The Network And Of Supply Overlaps Between Modes And Operators; Legal Analysis Of Metropolitan Integration, Covering The Instruments Available To Bind The Federative Entities, The Legal Regime Of Ticketing Data And The Legal Framing Of A Clearing House; And Economic And Financial Analysis Of Integration. The Front Also Covers The Regulatory Diagnosis: Inventory And Assessment Of The Sector Regulators Normative Stock Against Good Regulatory Practice, Review Of Its Supervisory And Sanctioning Record, And Identification Of The Gaps To Be Addressed Through New Regulation Or Contractual Provisions. Main Output: Metropolitan Integration Diagnosis. The Consultant Shall Work In Close Proximity And Receive Technical Inputs From The Demand And Legal Consultancies. Phase 2 Integration Structuring (2 Months). Design Of The Metropolitan Tariff Policy; Structuring Of The Tariff Clearing House; Ticketing Technology And Means Of Payment; Interfederative Governance Model And Network Hierarchy; Transparency And Benchmarking Arrangements. Main Output: Institutional And Tariff Framework Report, Common To Both Transactions, Translated Into Premises, Regulatory Provisions And Contractual Clauses, Including Protections Against Unilateral Changes To Tariff Policy, Free-Fare Entitlements Or The Network.
