Expression of Interest for Communication Consultant for Rio Metropolitan Mobility Project The State of Rio de Janeiro has mandated IFC as lead advisor for the structuring of 2 long-term urban mobility concessions in the metropolitan region of Rio de Janeiro. Both services carry a long record of public dissatisfaction and intense media and political scrutiny, and the structuring process will run alongside decisions that affect users directly. The Consultant will deliver a single communication front common to the transactions, across a Program organized in three phases over an estimated 16 months, supporting IFC and the State in building and sustaining a positive agenda for the Program. Investor-facing promotion, market sounding and roadshows are conducted by IFC and are not part of this assignment. Phase 1 - Diagnosis (4 months). Assessment of media coverage, public perception and the narratives associated with the services; mapping of audiences, spokespeople and communication channels across the State government, municipalities, the regulator and civil society; definition of key messages, risk and reactive scenarios and escalation protocols; and a communication plan for the Program, aligned with its decision milestones. Phase 2 - Transaction structuring (6 months). Production of institutional communication materials, explanatory content and public-facing summaries of the structuring decisions; support to the State in preparing press releases and briefing materials for local and international outlets; spokesperson preparation; communication planning for the launch of public consultation, including accessible materials for users and affected communities; and coordination with the social mobilization front on territorial communication. Phase 3 - Implementation (6 months). Communication support to public hearings, to the publication of the bid documents and to the auctions, including materials, media relations, reactive management and the announcement of results; support to the State in communicating the service commitments assumed under the new contracts; and handover of the communication instruments to the contract management teams.
