Tenders are invited for Project Evaluation Expert Closing Date: 14 Sep 2026 Type: Consultancy Background The International Development Company, a Research & Development firm headquartered in Canada, is looking for several experts for the evaluation of a project in the Central African Republic. Mission objectives The purpose of this evaluation is twofold: (1) to report to the Government, the donor (ECW), contributors and the rights holders themselves, on the results achieved by this programme and the changes produced by it in relation to the expected results, including desired and undesired impacts; 2) Identify the strengths of the program being evaluated, as well as areas for improvement and why certain outcomes have or have not occurred, in order to draw lessons, best practices, and avenues for learning. The lessons learned from this evaluation will primarily benefit the client, the donor and the Government of the Central African Republic in the design and implementation of the next phase of the MYRP programme. Secondary users of the results of this assessment include rights-holders (children, adolescents, young beneficiaries and their parents), community leaders and civil society organizations. Through the identification of these lessons, the evaluation will formulate concrete recommendations aimed at strengthening the planning of humanitarian interventions, the development of the sector and the articulation between emergency and development in the education system. In general, the results will contribute to enriching knowledge in the field of education and training in the Central African Republic, and will be accessible to the general public for optimal use. The specific objectives of the mission are: To take stock of progress towards the achievement of the MYRP Program Outcomes (Effectiveness) at the output, and outcome levels, as well as the overall objective, including cross-cutting issues related to human rights, gender equality and disability. In addition to assessing the expected results of the MYRP programme, the evaluation will also aim to identify the unintended (positive/negative) effects produced by the programme during the period of its implementation; Assess the coherence of the MYRP program with respect to context and needs, as well as its efficiency, coverage and coherence in terms of design, implementation, partnership and community/beneficiary engagement, including the integration of the NEXUS approach; Document programmatic and operational aspects, in particular the joint implementation framework, lessons learned, successes and opportunities that can inform the design of the next programme cycle, To make key recommendations (including potential adjustments) regarding the planning, implementation, monitoring and coordination of the next cycle of the MYRP programme or any similar project.
