Tenders are invited for Benchmarking Digital Solutions for Cash Transfer Programs Closing Date: 30 Sep 2026 Type: Consultancy I. Background and rationale Cash and Voucher Assistance (CVA) programmes are becoming increasingly important in Terre des hommes (Tdh) interventions, due to their effectiveness, flexibility and ability to respond to multi-sectoral needs while enhancing the dignity of beneficiaries. Tdh implements CVA programmes in a variety of contexts, with a variety of modalities. These programmes are based on complex processes including: Identification and registration of beneficiaries (and sometimes their relatives) through their personal data, Management of sensitive personal data and the legal basis for its processing, including consent, Collaboration with financial service providers (FSPs), The secure distribution of different transfer methods (vouchers, cash in hand, cash transfer, mobile money, etc.), Accountability to communities; In this context, digital solutions play a key role in: Improving accountability, traceability and transparency, Reducing the risk of fraud, Optimizing data management throughout its life cycle, Ensuring data protection and information security compliance, Facilitate real-time monitoring of activities, Enhance the quality and efficiency of programs. However, the choice and integration of these solutions must be adapted to: Tdhs operational specificities (multi-country, partnerships, specific sectors), Contextual constraints (connectivity, markets, legal framework), MEAL and programmatic guidelines and processes Legal requirements, in particular data protection, information security, financial and banking regulations, Internal capacities (human resources, IT, MEAL, finance), Partnerships with local organizations. In this context, Tdh wishes to mandate a service provider to carry out a benchmark of the most appropriate CVA digital solutions. II. Objectives of the service provision General objective To assess the digital solutions available for the management of cash transfer programmes in order to identify the most relevant options adapted to Tdhs operational needs, organisational capacities and contexts of intervention. Specific objectives To map the existing solutions currently used by international Analysing their suitability with Tdhs operations, organisation and processes, Identifying the advantages, limitations, costs and conditions of use, Proposing use scenarios adapted to Tdh (short, medium, long term). III. Expected results Mapping of the most relevant CVA digital solutions Typology of tools (beneficiary registration, data management systems, payment management, real-time monitoring, automated dashboards and reporting, integration with existing systems), Presentation of the key solutions on the market, including their positioning and service models (offers, modules, packages). In-depth benchmarking Features (targeting, registration, distribution, PDM, CFRM), Data management capabilities (e.g., standard data format, synchronization (offline), interoperability, data portability, API existence, field versioning, integrated dashboarding, etc.) Data protection capability (including: LPD, GDPR, privacy by design & by default, RBAC role and access management, data sovereignty/location, etc.) Information security capability (e.g., SSO, MFA, Open Source/others, access logging, at-rest/in-transit encryption, etc.) Adaptability to humanitarian contexts (offline, low connectivity, mobile applications). Analysis of cost models and packages offered: cost structure (license, fee per beneficiary, transaction fee), included modules vs. additional options, implementation costs, training and support, recurring costs (maintenance, updates), cost/functionality ratio. Compatibility analysis with Tdh Alignment with existing SOPs, Compatibility with operational processes (program, finance, logistics, data protection, compliance), Taking into account field and organizational constraints. Adequacy of cost models with Tdhs budgetary capacities and implementation methods. Shortlist of suitable solutions, Use scenarios, Implementation conditions (costs, resources, training, etc.). IV. Scope of service provision The service provision will cover: Analysis of Tdhs needs and practices This first phase should make it possible to analyse Tdhs current practices in terms of cash transfer programmes and to identify the needs that a digital solution could meet. It will aim to answer the following questions: What are the processes currently used by Tdh to design, implement, monitor and close cash transfer programmes? What are the main strengths, limitations and difficulties encountered by the teams? What are the priority functional needs of the different departments (program, MEAL, finance, logistics, IT, data protection, etc.)? What are the gaps between current practices and the expected functionalities of a digital solution? What are the technical, organisational and human requirements for the deployment of a harmonised solution within Tdh? Comparative analysis of the identified digital solutions On the basis of the needs identified, the consultancy will have to analyse the most relevant digital solutions and assess their adequacy with Tdhs needs. This analysis will focus in particular on: The functional capabilities of the solutions (beneficiary registration, targeting, payments, monitoring, PDM, CFRM, reporting, etc.). Technical constraints (connectivity, offline operation, necessary equipment, maintenance, integration with existing systems, etc.). Licensing models and associated costs (licenses, deployment, maintenance, support, recurring costs, available options and modules). Technical support and guidance offered by suppliers (hotline, available languages, geographical coverage, training, documentation, deployment support, etc.). Data protection, cybersecurity and regulatory compliance guarantees, as well as the risks associated with vendor dependency. The ability of the different solutions to meet the operational needs of Tdh in the diversity of its contexts of intervention. V. Expected deliverables A start-up report including the proposed methodology, data collection tools, the provisional schedule and a summary of the initial document review. A detailed benchmark report including a map of the digital solutions analyzed, a comparative analysis of the identified solutions and an objective comparative matrix of the different solutions. A report of operational recommendations including an analysis of the solutions best suited to Tdhs needs, strategic and operational recommendations, and a proposal for a deployment and implementation plan. A presentation of the main results and recommendations to the teams concerned. VI. Indicative timetable Estimated duration of the consultancy: maximum 3 months, for an estimated total of 25 working days. Desired start date: October 2026. Estimated date for submission of final deliverables: December 2026. VII. Profile of the service provider Expertise in CVA. Experience in humanitarian digital solutions. Knowledge of industry standards (CaLP, CASH working group, data protection). Experience in benchmarking. VIII. Contractual terms Remote work. Supervision: WASH Sector. A first instalment of payment of 30% of the total amount upon validation of the start-up report. A second instalment of payment of 70% of the total amount upon delivery of all deliverables. IX. Criteria for evaluating bids Quality/methodology: 40% Experience/expertise: 35% Financial offer: 25% How to apply X. Any limitations, assumptions or prerequisites identified. A detailed financial offer, in CHF or EUR, indicating: The daily rate. The number of days proposed. The total amount of the fees. Any other costs, clearly identified. The status of taxes/VAT. The providers CV. The availability of the service provider over the planned period and possible start date.
