1. The Subject Of The Order Is The Preparation Of Complete, Multi-Discipline Design And Cost Estimate Documentation For The Construction Of An Underground Protective Structure In The Form Of A U-1 Protection Category, Intended For No Less Than 500 People, Along With The Necessary Technical Infrastructure, Connections, And Land Development.2.The Cover Should Be Designed In Accordance With The Requirements Of The Regulation Of The Minister Of Interior And Administration Of November 4, 2025 On Technical Conditions For Protective Structures And Technical Conditions For Their Use And Location, Hereinafter Referred To As The Regulation On Protective Structures.3.The Scope Of The Study Includes In Particular: 1) Preparatory Work, Research And Analysis; 2) Development Of A Design Concept; 3) Development Of A Plot Or Area Development Project; 4) Development Of An Architectural And Construction Design; 5) Development Of A Technical Design; 6) Development Of Executive Designs For All Necessary Industries; 7) Development Of Tender And Cost Estimate Documentation; 8) Obtaining The Required Technical Conditions, Opinions, Arrangements; 9) Preparation Of A Complete Application For A Building Permit Along With The Required Requirements Annexes;10) Preparation Of Documents And Instructions Required For The Protective Structure.4.The Documentation Must Enable: 1) Conducting A Public Procurement Procedure; 2) Execution, Acceptance And Settlement Of Works; 3) Recognition Of The Facility As A Protective Structure Of The U-1 Category; 4) Proper Use, Maintenance And Control Of The Readiness Of The Hiding Place.5.The Contractor Is Obliged To Include All Necessary Costs To Ensure That The Subject Of The Order Is Performed In Accordance With Applicable Law, Principles Of Technical Knowledge, Relevant Norms And Standards Applicable To The Subject Of The Order, Requirements Of The Relevant Authorities And Network Operators, Provisions Of This Contract, Swz, Description Of The Subject Of The Order And Arrangements Made With The Ordering Party During The Execution Of The Contract.6.Source Of Financing: Targeted Subsidy From The State Budget Intended To Finance (Or Co-Finance) Own Tasks In The Field Of Civil Protection And Civil Defense, Granted Under The Civil Protection And Civil Defense Program For 2025–2026.
