Work Detail
Request for proposals for LIFT Programme Component 2: GCF Accreditation Support for the Ministry of Finance, Planning and Economic Development (MoFPED) of Uganda. Uganda has worked to embed climate finance within its institutions by strengthening the role of the MoFPED in setting climate finance priorities and mobilising private sector investment to support the implementation of the NDCs and the NDP by establishing a Climate Finance Unit (CFU), which is mandated to mobilise resources for climate investments through coordinating climate finance efforts and leading key initiatives. The CFU serves as Ugandas National Designated Authority (NDA) to the GCF and has led the development of the National Climate Finance Strategy (20252030) to coordinate the mobilisation, access and reporting of climate finance in line with the National Climate Change Act (2021), the updated Nationally Determined Contribution (NDC), Vision 2040 and the National Development Plan. The CFU has led the development of the Uganda Country Program to the GCF, several Concept Notes and capacity building of key stakeholders. As such, significant capacities exist within the CFU on GCF processes. Within this landscape, the pursuit of GCF accreditation as a Direct Access Entity (DAE) is a strategic and functional step that would allow MOFPED to enhance its resource mobilization capacities, strengthen country ownership and enhance the scale and sustainability of climate financing channelled through national institutions. PROJECT BACKGROUND: Leveraging Investments and Finance for Green Transition (LIFT) is a catalytic initiative led by the Global Green Growth Institute (GGGI), designed to scale up access to climate finance, strengthen institutional capacity, and deepen green financial inclusion across Africa. With direct support from Swedish International Corporation Agency (Sida) and in collaboration with partner embassies and national institutions, LIFT supports governments, financial institutions, and climate stakeholders to lead a just and inclusive green transition. By combining hands-on technical assistance, institutional capacity building, and financial innovation, LIFT seeks to mobilize at least USD 50 million in climate finance, while empowering partner institutions to unlock long-term resources for resilience and low-carbon growth.
