Descriptionpurpose And Scope Elverum Municipality Intends To Enter Into A Framework Agreement For The Provision Of Temporary Services Within Municipal Health And Care Services. The Agreement Includes, Among Other Things: Doctors For Use In Institutions/Nursing Homes, Health Centres, Gp Offices And Emergency Rooms Nurses In Emergency Rooms Nurses And Health Professionals For Use In Institutions/Nursing Homes, Home-Based Services And Emergency Rooms The Purpose Of The Procurement Is To Ensure Proper Operation Of The Municipalitys Statutory Health And Care Services By Meeting The Need For Qualified Personnel In The Event Of Absences And Capacity Challenges. The Agreement Will Help Ensure That The Municipality Has Access To Available And Competent Substitutes At All Times Who Can Carry Out The Tasks In Line With Current Requirements For Quality, Patient Safety And Professional Soundness. The Framework Agreement Must Be Able To Be Used By All Relevant Businesses Within The Health And Care Sector In The Municipality That Have A Need For External Temporary Workers. The Need For Substitute Services Will Vary And Can Arise Both In The Event Of Planned Absences, Such As Holidays And Leaves Of Absence, And In The Event Of Unforeseen Events Or Increased Activity. The Assignments Can Be Of Both Shorter And Longer Duration, And The Need Will Typically Be Greatest During Holiday Periods, Public Holidays And Weekends. There Is A Requirement That The Supplier Has Sufficient Capacity And Access To Qualified Personnel To Be Able To Meet The Clients Needs When They Arise. The Delivery Must Maintain High Quality And Meet The Applicable Requirements In Legislation And Agreements, Including Working Environment Legislation And Relevant Tariff Regulations. The Supplier Must Actively Use Its Expertise And Experience To Ensure Good Execution Of The Delivery, And Contribute To The Achievement Of The Objectives Of The Framework Agreement. It Is The Tenderers Responsibility To Familiarize Himself With All The Documents In The Competition, And To Deliver A Complete And Correct Tender. It Is Not Possible To Give Partial Grants. Call-Off Mechanism When Ordering The Framework Agreement, The Following Call-Off Mechanisms Are Used: When There Is A Need For Health Substitute(S), Supplier A Is Contacted First. If Supplier A Cannot Deliver Within The Time Limit Stated In The Order, The Request Goes To Supplier B With The Same Conditions. If Supplier B Cannot Deliver, The Request Goes To Supplier C. It Is Assumed That Supplier A Has The Capacity To Deliver In Most Cases, Especially When It Comes To Planned Withdrawals. If The Supplier Is Unable To Deliver, He Is Obliged To State This Without Undue Delay. The Assignment Then Moves On To The Next Supplier In Priority Order.
