European Tender Framework Agreement Sourcing Difficult-To-Fill Vacancies Description The Purpose Of This Tender Is To Select Five Market Parties To Submit A Tender For The Framework Agreement Sourcing Difficult-To-Fill Vacancies. This Selection Guide Has Been Drawn Up In The Context Of The First Phase Of The European Non-Public Tender Procedure. This Means That The Tender Consists Of Two Phases. In The First Phase, All Interested Entrepreneurs May Register To Participate In The Tender, After Which A Selection Will Take Place Based On Minimum Requirements And Selection Criteria. The Objective Of This Selection Guide Is As Follows: - To Inform Interested Entrepreneurs About The Content Of The Project: - To Explain The Method Of Registration For Candidates; - Describing The Exclusion Grounds, Suitability Requirements And Selection Criteria That Candidates Must Meet When Submitting Their Application; - Explaining How The Applications Are Assessed. The Selected Candidates (Tenderers) Will Then Receive An Invitation To Submit A Tender In The Second Phase (Then The Phase Is Now Non-Public). The Aim Is To Select And Invite 5 Candidates To Submit A Tender. Current Situation Due To Tightness On The Labor Market, Assignments Have Been Placed On The Market In Recent Years To Source Candidates For Vacancies That Are Difficult To Fill. Due To Exceeding The European Tender Threshold, Wsrl Is Obliged To Tender This Assignment At European Level. Desired Situation Wsrl Wishes To Enter Into A Framework Agreement With One Party For Sourcing Candidates For Vacancies That Are Difficult To Fill. Wsrl Defines Vacancies As Difficult To Fill As Positions Where The Target Group To Be Approached Is Scarce And The Demand, At Similar Organizations Such As Wsrl, Is Relatively High. This Assignment Exclusively Concerns Sourcing Services (Searching, Identifying, Approaching, Inspiring And Supplying Potential Candidates). Candidates And Search Output Should Be Fully Transferred To Wsrl. Selection, Assessment, Interviews, Reference Checks, Negotiations, Placement And Remuneration Based On Appointment (Success Fee/Percentage Of Annual Salary) Are Not Part Of The Assignment. When Sourcing, Sourcers Actively Look For Suitable Candidates For A Specific (Often Difficult To Fill) Vacancy, Instead Of Waiting For Candidates To Report Themselves. This Often Happens Via Platforms Such As Linkedin And Other Professional Networks. The Goal Is To Reach Latent Job Seekers Who Are Not (Currently) Actively Looking For A New Job, But Are Open To Interesting Opportunities. Vacancies Will Only Be Advertised By The Contractor In Which The Candidate Will Only Be Employed Directly By Wsrl Upon Placement, Without The Intervention Of The Contractor. These May Be Vacancies Within Different Target Groups Of The Client. The Service Is A Best Efforts Obligation. The Contracting Authority Reserves The Right At All Times To Select Or Not Select Proposed Candidates And Invites Candidates For Interviews Only At Its Own Discretion. Wsrl Is Looking For A Contractor Who Proactively Thinks Along, Advises Within The Framework Of This Assignment And Operates With Regard To The Above And Is Able To Adjust The Strategy Based On Feedback And Changing Needs. A Broad And Relevant Network Is Essential.
