Quotation are invited for Consultancy to Provide Specialized Technical Support to SIF for the Effective Implementation and Quality Assurance of the Projects MPCA and Protection Emergency Cash Assistance Activities. Cash Consultant Closing Date: Sunday, 20. Sep 2026 Intervention Sector(s): Labor & Livelihoods Remuneration range: > 6000 (USD) Duration of Contract: The contract will be for a maximum of 9 months period. Objective of the Consultancy The objective of the consultancy is to provide specialized technical support to SIF for the effective implementation and quality assurance of the projects MPCA and Protection Emergency Cash Assistance activities. The Cash Consultant will support the project team in reviewing existing cash-based processes and developing new tools, strengthening beneficiary targeting and transfer procedures, supporting coordination with financial service providers and relevant teams, and ensuring appropriate monitoring, accountability, risk mitigation and documentation throughout the cash assistance cycle. Scope of Work The Cash Consultant will be responsible for the following tasks: A. Cash Programming Review & Technical Guidance Review the project cash assistance approach, implementation plan, develop new tools and procedures and ensure alignment with the approved proposal Cash Working Group guidance and relevant Protection Sector recommendations. Provide technical SIF Cash SOPs Provide technical recommendations on the implementation of MPCA and Protection ECA, including transfer modalities, scheduling, operational workflow and beneficiary communication. Review cash-related risks and propose practical mitigation measures related to access, fraud, duplication, data protection, safeguarding, market changes and financial service provider performance. Support the team in maintaining safe, inclusive and conflict-sensitive cash programming. B. Targeting, Verification & Cash Delivery Review beneficiary selection, verification, and eligibility processes to ensure transparent and vulnerability-based targeting. Support the project team in reviewing beneficiary lists and controls to prevent duplication and inclusion/exclusion errors. Provide technical guidance on cash transfer preparation, reconciliation, payment tracking and documentation. Support coordination with financial service providers to ensure timely, accessible and secure transfers and appropriate communication with beneficiaries. Advise on operational solutions when beneficiaries face payment, access or collection difficulties. C. Monitoring, Accountability & Quality Assurance Support the development or review of cash monitoring tools, including transfer tracking, reconciliation and post-distribution monitoring tools. Work closely with the MEAL team to review PDM findings related to cash use, access, satisfaction, safety and accountability, and recommend corrective actions where needed. Review the functioning of cash-related complaints and feedback channels and support timely resolution and referral of issues. Ensure that beneficiary information, consent, confidentiality and data protection requirements are respected throughout the cash cycle. Support quality checks and spot checks during key stages of cash implementation, as requested by SIF. D. Capacity Building, Coordination & Reporting Provide technical coaching and practical guidance to relevant SIF staff involved in cash programming. Coordinate closely with the Project Manager, Finance, MEAL and Livelihood teams to ensure coherent implementation. Provide technical input for coordination with relevant cash and protection actors when required by SIF. Maintain clear documentation of recommendations, actions and follow-up points. Provide concise progress updates and a final consultancy report summarizing work completed, key findings, challenges, corrective actions and recommendations. Deliverables Inception note/work plan outlining the proposed approach, timeline and priority actions. Reviewed cash implementation workflow, tools and checklists for MPCA and Protection ECA. Technical review of beneficiary targeting, verification, payment and reconciliation processes. Cash risk and mitigation recommendations, including financial service provider, safeguarding, fraud and data protection considerations. Review and technical feedback on cash monitoring, PDM and complaints/feedback findings. Capacity-building/coaching support to relevant project staff, with materials or guidance notes as needed. Regular update the project manager on MPCA technical issues during implementation. Final consultancy report with key findings, lessons learned and actionable recommendations. Duration & Timeline Assignment duration: As per the approved cash implementation plan and agreed consultancy schedule. Field support will primarily cover Saida and Jezzine, with support to Protection ECA activities in Beirut, Baabda and Aley as required. The consultant will provide deliverables according to the timeline agreed with SIF. Required Qualifications University degree in Economics, Finance, Business Administration, Development Studies, Humanitarian Assistance, Social Sciences, or a related field. Minimum of five (5) years of relevant professional experience in cash and voucher assistance (CVA), cash programming, humanitarian assistance or a closely related field. Demonstrated experience with Multi-Purpose Cash Assistance and/or emergency/protection cash assistance. Strong knowledge of cash programme cycle management, beneficiary targeting, payment mechanisms, reconciliation, PDM, complaints and feedback mechanisms, and cash-related risk management. Knowledge of the Lebanon cash response architecture, Cash Working Group guidance and humanitarian coordination mechanisms is strongly preferred. Experience working with NGOs and vulnerable populations in Lebanon is strongly preferred. Ability to provide practical technical guidance, analyze operational challenges and produce clear written recommendations. Fluency in Arabic and good working knowledge of English. Reporting & Coordination The Cash Consultant will work under the direct supervision of the Project Manager and coordinate closely with the Cash Officer, Finance, MEAL and Livelihood teams. The consultant is expected to maintain regular communication with SIF, ensure proper documentation, flag risks or implementation issues promptly, and submit agreed deliverables on time. Payment Terms The Cash Consultant will be contracted in accordance with SIF policies. Payment will be linked to satisfactory completion and approval of agreed deliverables.
