Closing Date: 18 Sep 2026 Type: Consultancy Organization 3iS is an international non-profit organization that provides information management services to humanitarian and development organizations, enabling partners to make informed decisions that ultimately deliver high-quality, targeted assistance to the worlds most vulnerable populations. 3iS transforms data into information and creates knowledge for decision-makers operating in conflict, disaster, post-disaster, and recovery environments, as well as other complex emergency and development contexts. Context The objective of this intervention is to strengthen the availability, quality and timely use of information for decision-making, contributing to a more effective, coordinated and evidence-based humanitarian response in Mexico and Central America. The humanitarian response in Mexico and Central America faces persistent challenges related to the availability, quality, and timely use of information for decision-making. In scenarios marked by crises stemming from conflict and other situations of violence, significant gaps persist in information management, anticipatory analysis, and coordination among humanitarian and institutional actors, limiting the capacity for an effective and evidence-based response. In this context, humanitarian actors require timely, accessible, and needs-based information management products and services to improve response prioritization, coordination, and monitoring. Weaknesses have also been identified in local and territorial capacities to produce, analyze, and use strategic information, which affects the quality of planning and decision-making processes. Additionally, the dynamics of violence and associated protection risks continue to generate significant humanitarian impacts, which demands strengthening anticipatory analysis, early warning and information management systems to improve the understanding of crises and their evolution. In this context, it is necessary to consolidate mechanisms that integrate information production, independent analysis, and the strengthening of local capacities, in order to guarantee the flow of quality information from the community level to humanitarian coordination centers. This will allow for a more timely, coordinated, and effective response to complex crises. Leveraging its experience in humanitarian coordination mechanisms, 3iS seeks to strengthen and empower humanitarian partners, enabling them to optimize tools, technologies, and best practices in information management to respond more effectively to crises. Description of Services The individual providing these services is responsible for overseeing the implementation of the EVIDEM+ project component in Mexico and Central America, ensuring the achievement of established objectives, effective coordination with local and national partners, and the management of high-quality information products. Furthermore, they will lead the development and implementation of the information management and capacity-building strategy, guaranteeing its accuracy, accessibility, and alignment with the organizations standards. Activities Specific activities: Project Supervision and Management in Mexico and Central America. Ensure the correct execution of the project according to the established work plan, budget and schedule. Coordinate the tracking and monitoring of project indicators to evaluate progress and achievement of objectives. Prepare technical and operational reports on project progress for headquarters and donors. Monitor the socio-political and humanitarian situation in Mexico and Central America to identify risks and challenges in implementation, proposing timely solutions. Develop an implementation strategy appropriate to the countrys context and strategy. Given that the activities will be primarily remote, coordinate travel to Mexico and Central America when appropriate and according to project constraints. Maintaining an overview of the national and regional context in order to strategically develop the project both in the currently identified sites and in the potential for future extensions and expansions of the program Liaison with National Partners and Key Stakeholders Coordinate the work plan with implementing partners, United Nations agencies and humanitarian, development and especially internal displacement coordination spaces, ensuring good relations, communication, coordination and the fulfillment of the project objectives in Mexico and Central America. Maintain fluid and strategic communication with relevant actors to ensure alignment with national policies and priorities. Facilitate spaces for dialogue, meetings and collaborative activities with project partners. Representing 3iS in the functions of the EVIDEN+ consortium in Mexico and Central America. Development and Implementation of the Information Management Strategy Design and implement the projects information management strategy in Mexico and Central America, ensuring its integrity and efficient use. Oversee the collection, analysis, and visualization of data for evidence-based decision-making, ensuring the use and implementation of technologies for collecting information on internal displacement Ensure the security and confidentiality of information according to established protocols. Promote the use of technological tools for the systematization and dissemination of information. Quality Assurance of Information Products Ensure the accuracy, consistency, and quality of all reports and information products generated by the project in Mexico and Central America. Implement quality control mechanisms in data collection and presentation. Coordinate the validation and development of information products with partners and technical teams before their publication or dissemination. Ensure the proper closure and monitoring of requests received through EVIDESK in support of the various coordination structures, United Nations agencies, implementing partners, and local and/or national authorities. B. Cross-cutting activities: Prepare the work plan and promptly communicate its progress, difficulties and challenges to the reference person for this contract. Attend to the in-person spaces of the project. Carry out field missions when their participation in the project is required. Prepare monthly progress reports. Guarantee the timely delivery of products. Participate in cross-cutting groups in a timely manner. Contribute to the organizations knowledge management strategy and to strengthening internal knowledge about the use of statistics and AI in data management. MINIMUM QUALIFICATIONS: Education Professional with a university degree in Social Sciences, Project Management, Information Management, International Relations, or related fields. Desirable: Specialization in project management, coordination, humanitarian management, international relations, development, risk management, or related fields. Experience To be eligible, applicants for this position must have at least five years of experience in similar activities. Knowledge and experience in humanitarian work in Mexico and Central America are required. At least four years of experience in the humanitarian sector is also required. Knowledge and experience in information management, data analysis, and information quality control are essential. Technical Skills Advanced handling of data management, analysis and visualization tools, including reporting tools and information product development. Experience in managing and analyzing humanitarian information, including data collection, cleaning, validation, analysis and interpretation. Knowledge of tools for data visualization, creation of dashboards, maps and information products oriented to decision making. Proficiency in project management and tracking tools, including planning, activity monitoring, indicator tracking, and schedules. Ability to develop and implement information management systems and flows, ensuring quality, traceability, accessibility and proper use of data. Knowledge of methodologies and tools for control and assurance of data and information quality. Ability to integrate different sources of information and generate evidence-based analyses to support planning, coordination, and decision-making processes. Knowledge and experience in the use of digital technologies, automation and artificial intelligence applied to information management and analysis is desirable. Ability to document processes, methodologies, tools and best practices, contributing to the management of institutional knowledge. Knowledge of principles and best practices for protection, security, confidentiality and responsible handling of information Languages Fluency in Spanish (spoken and written) is required, as well as intermediate knowledge of English (spoken and written).
