Closing Date: 28 Sep 2026 Type: Consultancy Ref : PF272 ABY ABY 2026 0139 Spotlights sensibilisation_Campagne_Portail 1. CONTEXT AND RATIONALE FOR THE ACTIVITY 1.1 PIRAC Created in 2005, PIRAC (Platform for Regional Intervention Americas and the Caribbean) is the representative delegation of the French Red Cross (CRF) for the Caribbean region based in Guadeloupe as well as its operational mechanism for humanitarian action and regional cooperation. PIRAC helps the populations of the Caribbean during all major disasters and works to develop actions to strengthen the resilience of populations in French territories as well as in the countries of the Caribbean arc. 1.2 The READY 360°/3 Oceans programme The READY 360°/3 Oceans program aims to build a global and greener resilience of Caribbean territories by strengthening disaster preparedness and response capacities at all levels: from the individual and family, to that of organizations and companies, to the level of regional institutional coordination of risk management. The institutional partners of the programme are the Organisation of Eastern Caribbean States (OECS) and the Caribbean Disaster Emergency Management Agency (CDEMA). Eight Caribbean territories are involved in the programme: Antigua and Barbuda; Dominique; Granada; Guadeloupe; Martinique; St. Kitts and Nevis; Saint Lucia; Saint Vincent and the Grenadines. One of the expected results of the programme is to contribute to the development of the resilience of Caribbean citizens through better information, awareness and preparedness for disasters and crises. In this context, several actions have been implemented to strengthen the culture of risk and the resilience of Caribbean populations to natural hazards and the effects of climate change. These actions include the regional awareness campaign "Its Your Move!" and the regional portal Caribbean Risks. The Its Your Move! is based on various awareness-raising materials, including infographics, testimonial videos and posters, in order to make prevention messages accessible and adapted to Caribbean populations. They are available in French and English. A regional awareness song is also produced as part of the campaign. Interpreted in French, English and Creole, it conveys messages relating to natural hazards, preparedness and the need to act in the face of disasters and the effects of climate change. Accompanied by an official clip, it is a tool in its own right to raise awareness and aims to reach a wide audience through a cultural and popular format. The Caribbean Risks portal has been developed as a regional reference resource for the general public. It centralises reliable, accessible information adapted to the realities of the Caribbean territories in order to inform, raise awareness and prepare citizens in the face of the main natural risks to which they are exposed. The portal is available in several languages in the region, including French, English and Spanish, and offers contextualised content according to the territories. In particular, it presents detailed resources on six major natural hazards particularly present in the region: hurricanes; flooding; earthquakes; volcanic eruptions; landslides; tsunamis. In order to increase the visibility of these tools and reach a large audience in the Caribbean, especially those who use digital channels less, it is planned to deploy part of the promotion strategy, particularly on radio, television and press relations. The present consultation aims to select one or more service providers capable of ensuring the creation of radio and TV spots to raise awareness of the risks and their dissemination in the eight territories concerned. 2. OBJECTIVES OF THE SERVICE 2.1. General objective The general objective of the service is to contribute to the strengthening of the culture of risk and resilience of Caribbean populations by ensuring a wide dissemination of messages to raise awareness of natural risks and by strengthening the visibility of the tools developed within the framework of the READY 360°/3 Oceans programme. The service should ensure maximum media coverage of the eight territories concerned, based on radio and television. 2.2. Specific objectives The service aims in particular to: 1. Design attractive, accessible radio and TV spots adapted to the general public; 2. Raise awareness of natural hazards and the need to prepare; 3. Promote the Caribbean Risks portal as a regional reference resource; 4. Promote the tools and content developed as part of the Its Your Move! campaign; 5. Ensure a wide and repeated broadcast of the spots in the eight territories; 6. Select the most relevant media according to audiences and territories; 7. Optimize the geographical and media coverage of the campaign; 3. PUBLICS CIBLES The service is mainly aimed at the general public in the eight territories covered by the programme. Particular attention should be paid to the ability of the selected media to reach: families and households; young people and young adults; people with less exposure to digital tools; populations living in isolated areas or far from urban centres; People with disabilities. 4. GEOGRAPHICAL SCOPE The benefit must cover the following eight territories: Antigua and Barbuda; Dominique; Granada; Guadeloupe; Martinique; St. Kitts and Nevis; Saint Lucia; Saint Vincent and the Grenadines. The service provider will have to demonstrate its ability to intervene on a regional scale and to mobilise a media network adapted to each of the territories. It will have to take into account the differences in market size, media practices, languages, geographical coverage and audience between the different territories. Coverage of all eight territories is a key requirement of the benefit. 5. DESCRIPTION OF THE PRIZES The service is structured in three complementary lots. Candidates may bid for one or more lots, subject to demonstrating their ability to provide the services concerned. Close coordination will have to be ensured between the different lots when they are awarded to the same service provider or to several service providers. The broadcasting of the spots, in the best case, should be given priority in November (end of the hurricane season) and before the rush of the 2nd fortnight of Christmas which will be devoted to Christmas festivities. 5.1 LOT 1 CREATION AND PRODUCTION OF RADIO AND TV SPOTS Lot 1 aims to design and produce awareness-raising spots to be broadcast on radio and television in the eight territories of the programme. Lot 1 will consist of the production of: - A radio spot in French and English (same content); - A TV spot in French and English (same content); - That is 4 supports in total. The spots will have to be accessible, attractive, easily memorable and adapted to a wide audience. They should help strengthen the culture of risk and encourage people to be better prepared for natural disasters. Provisional schedule for the completion of the service: October / beginning of November. This timetable can be adjusted according to the needs of Lot 2. 5.2 LOT 2 MEDIA PLAN AND PURCHASE OF RADIO AND TV SPACE Lot 2 aims to ensure the paid broadcasting of the spots produced under Lot 1, by negotiating and purchasing the most relevant advertising space from radio and TV agencies in the targeted area, in order to maximize the coverage and repetition of the campaigns messages. The budget for the purchase of the spaces is set at between 8,000 and 15,000. Provisional schedule: November / beginning of December. In his proposal, the applicant will be able to specify and, if necessary, adjust this timetable according to his methodology and the constraints specific to the different territories. The objective is to give priority to broadcasting the spots during the month of November, with the possibility of an extension at the beginning of December. In any case, the broadcast must take place before the start of the main end-of-year festivities. In order to allow Lot 1 to have the time necessary for the design and production of the spots, the holder of Lot 2 must anticipate as much as possible the preparation of the media plan and the procedures with the advertising and media companies, so that the purchase of space can be undertaken as soon as the spots are finalized. PIRAC will ensure coordination between Lots 1 and 2 in order to guarantee optimal coordination of schedules and to allow each service provider to have the time necessary to carry out its activities. 6. GENERAL COORDINATION AND COHERENCE OF ACTIONS In order to ensure the overall coherence of the campaign and to ensure continuity between the different communication phases, the holders of the three lots will have to work closely with the PIRAC team and, where necessary, with the other holders.
