Tenders are invited for Expert / Consultant Research - Synthesis and Drafting of a Private-Sector Reform Agenda for Lebanon Closing Date: Thursday, 10. Sep 2026 Intervention Sector(s): Business & Economic Policy Remuneration range: > 6000 (USD) Duration of Contract: 4 months Under the guidance of LPSN and its Economic Security Unit, the Expert/Consultant will: Review and update the existing policy-asks critically review LPSNs twelve existing policy-asks against current evidence, developments and pending legislation, and update them for accuracy, relevance and coherence. Develop new policy-asks identify gaps against LPSNs focus and objectives and develop up to five additional policy-asks, drawing on secondary and primary research and targeted stakeholder input. Consolidate and prioritise synthesise all policy-asks into a coherent reform agenda under the two priorities, ranking reforms and, for each, setting out the problem, the specific policy ask, the responsible decision-maker, and the expected contribution to growth and employment. Draft the reform agenda produce a first draft for review by LPSN sectoral leads and Board, and integrate feedback into a revised draft. Support the two national consultations provide substantive input to the design of two half-day consultations with breakout roundtables, and capture and document their findings into the agenda. Finalise and produce advocacy tools deliver the final reform agenda in English with an Arabic executive summary, and concise one-page advocacy briefs one per priority reform for use in stakeholder engagement. Support reporting contribute the substantive inputs required for LPSNs narrative reporting on the assignment. Required Qualifications and Experience: Applicants (individual consultants or firms) should demonstrate: An advanced degree in economics, public policy, law, business, development, or a related field. Proven experience (typically 7+ years for a lead expert) in economic and public-policy research, reform analysis, or private-sector development, with a strong record of policy writing. Demonstrated ability to synthesise complex material into clear, prioritised, action-oriented policy documents and advocacy briefs. Sound knowledge of Lebanons economic, regulatory and institutional context and its reform agenda. Experience designing or facilitating multi-stakeholder consultations and integrating their outcomes. Full working proficiency in English and Arabic, including drafting and executive-summary translation. For firms: a qualified team and evidence of comparable assignments delivered on time.
