Expression of Interest for Consulting Firm to Develop a Digital System for Monitoring and Tracing of Registered Pharmaceutical Products in West Africa. The consulting firm will be responsible for supporting the development of a digital system for monitoring and tracing of registered pharmaceutical products of National Medicine Regulatory Authorities (NMRAs) in the ECOWAS Region, according to the global accepted GS1 General Specifications. The consulting firm will work closely with 12 NMRAs from Togo, Ghana, The Gambia and Benin, under the general supervision of the DPI Project Coordinator, Director of the Department of Public Health and Research (DPHR) and the Director of the Department of Health Planning and Information (DHPI). III. MAIN DUTIES AND RESPONSIBILITIES The consulting Firm will perform the following tasks: Review existing pharmaceutical product registration and tracking systems used by National Medicine Regulatory Authorities (NMRAs) in the region and submit report. Identify technical, operational, and regulatory gaps relative to the GS1 General Specifications and develop a roadmap for its implementation. Consolidate the report review into an action plan /roadmap for the development of a tracking systems in the region and submit plan. Design a digital traceability system aligned with GS1 standards. Specify core functionalities: product registration integration, batch/lot tracking, serialization management, event reporting, and alert generation for falsified products. Specify APIs and data exchange protocols for integrating the system with existing NMRA databases, customs systems, and national health information systems. Support pilot implementation and testing in targeted countries of the developed digital traceability system. Oversee configuration, data entry, and end-to-end traceability tests (e.g., scan, record, verify, alert). Conduct user acceptance testing (UAT) with NMRA staff, manufacturers, and distributors. Support the development of SOPs for product registration, serialization, event reporting, verification, and recall management. Propose a governance structure for system administration, data ownership, and dispute resolution. Design and deliver training modules for NMRA regulators, customs officers, inspectors, and supply chain stakeholders. Provide train-the-trainer sessions to ensure long-term sustainability. Offer post-deployment technical assistance for a defined period (e.g., 36 months). Deliver a final report with lessons learned, recommendations for scaling up, and a sustainability plan.
