Expression of Interest for Consultancy Firm for the Supervision of Construction Works at 26 Schools in Five (5) Lots, Comprising 13 Junior Secondary Schools and 13 Senior Secondary Schools across Kwara State Selection of Construction Works Supervision Consultants Date Added: September 4, 2026 Deadline: 14/09/2026 Category: Construction & Engineering, Consultancy Objective: To provide full-time on-site construction supervision and contract administration services to the Kwara State Project Implementation Unit (Kwara SPIU), so that the works are executed in accordance with the approved designs and specifications, within time and cost, and in compliance with the environmental and social (E&S) requirements of the Project. Scope of the Assignment The selected Consultancy Firm shall, among other things; Review the designs, drawings, work programmes and contractors statutory documentation, administer the construction contracts and supervise all sites from mobilization to the end of the Defects Notification Period, with a resident Clerk of Works at each site and senior engineers visiting at least twice monthly. Ensure the quality of the works through inspection and testing of materials and workmanship, issue instructions to contractors, and advise the SPIU on delays, variations and extensions of time. Check and certify contractors invoices, measurements and variations, and monitor and report on compliance with the CESMP, occupational health and safety and GBV/SEA-SH requirements. Submit an Inception Report, monthly progress reports, Construction Completion Reports and an End-of-DNP Report, conduct Taking-Over inspections, clear snags and hand over the completed facilities. Etc (See full TOR in the link below): The assignment is for twelve (12) months of active supervision (1 month mobilization, 10 months construction and 1 month reception and handover), followed by availability throughout the twelve (12) month Defects Notification Period. Method of Application/Submission of EOIs: Interested Consultants should submit Expressions of Interest detailing the following as basis for shortlisting; Profile of the firm/consortium, including ownership structure, role of each corporate entity, full contact details and a clear understanding of the assignment. Certificate of incorporation with CAC, TCC for the last three (3) years, PenCom, ITF, NSITF and IRR valid till December 2026 (required from local consultants only). Sworn Affidavit disclosing whether or not any officer of the relevant committees of the SPIU or the Ministry of Education is a former or present Director or Shareholder, or has any pecuniary interest in the bidder, and confirming that all information submitted is true and correct. Professional license and a minimum of ten (10) years experience in supervising building construction projects, substantiated by Certificates of Completion or similar evidence; experience on World Bank or other donor-funded works will be an added advantage. Evidence of similar assignments, stating client, contract value, number of sites and dates, and of the human resources and equipment available, including the capacity to post a resident Clerk of Works at each site. Evidence of financial capacity, including audited accounts for the last three (3) years.
